Job Description

Senior Spectrum Technology Analyst London, SE1£CompetitiveTeam OverviewSpectrum Group manages the use of spectrum resources throughout the UK to ensure that it is used efficiently. As the spectrum engineering team within Spectrum Group, we provide high-quality technical modelling, analysis and RF measurements to inform Ofcom’s spectrum management decisions. We make spectrum available for new and innovative services whilst ensuring that existing systems can continue to operate. We represent the UK in international groups to influence the future of spectrum management and technology.Purpose of the RoleAs part of the Spectrum Engineering team, you will ensure that new and existing wireless systems can operate without interference to one another. You will play a leading role in developing technical policy within Ofcom’s Spectrum Group to enable 5G and other new and innovative wireless services. You will have the opportunity to work with colleagues within Spectrum Engineering, and with others within the organisation, to understand their requirements, guide and undertake the necessary modelling, analysis and subsequent quality assurance that underpins our work. You will also speak with stakeholders from the communications industry and at international groups to understand how the sector is changing; interpret what this means for UK spectrum management; and recommend how Ofcom can best influence these groups.Requirements of the RoleYou will create detailed technical advice on wireless technology and intersystem interference issues - often requiring complex analysis and modelling of wireless networks. This might be, for example, undertaking a link budget analysis, more detailed simulation analysis, or measurement and trials work. You will work with the rest of the team to ensure that our analysis is of the highest quality.You will formulate technical policy to inform our spectrum policy and management decisions that understand and balance the interests of industry stakeholders and consumers. You will act as a point of contact for internal and external stakeholders throughout the life cycle of your projects. This will include giving oral and written updates, preparing meeting inputs and giving presentations, often at a senior level, to ensure successful project outcomes.Essential Skills, Knowledge and Experience- Able to grasp technical and policy issues associated with managing the radio spectrum.- Interpersonal, oral and written communication skills to concisely convey the context, results and conclusions of work to a range of stakeholders in prose and pictures in a meaningful way.- Wireless systems engineering knowledge including radio wave propagation, interference mechanisms, electromagnetic compatibility and wireless system modelling.- Ability to undertake complex technical analysis on different types of wireless systems principally in the area of interoperability, compatibility and interference assessment.- Able to scope, deliver and supervise technical policy projects with a sound evidence basis and balancing the needs of multiple projects.- Sound judgement to ensure analysis is of the appropriate complexity and proportionate to the impact and likelihood of the expected outcomes.- Able to represent Ofcom and the UK in national and international forums.- Good technical knowledge of several relevant wireless standards and technologies.Desirable Skills / Experience- Experience of working within a regulated sector of the wireless telecommunications industry.- Understand quality assurance methods.- Able to use specialist tools for radio modelling, planning and graphical information systems.- Expertise in software development; scientific computing algorithms and their performance optimisation; analysing big data sets.- Experience of European and international technical standards and a familiarity with the international spectrum management environment and the key organisations in this area.- Government Security Clearance to SC level or higher.QualificationsThe successful candidate is likely:- To be technically qualified with an engineering or similar degree or possess an equivalent level of experience.- An expert in simulating wireless network performance and systems.Further InformationOfcom is a forward-thinking, inclusive employer.
