  • Support the design and implementation of the sanctions advisory network (within the broader Sanctions Compliance Programme). Lead the monitoring of applicable sanctions laws and regulations (including through industry fora). Deliver compliance with laws and regulations by authoring comprehensive and clear Sanctions Policy and Standards. Provide technical advice on business and transactional matters. Reinforce key themes and "best practices" through the Sanctions Learning Curriculum.
  • Business
  • Act as the sanctions regulatory and advisory lead for matters across all business and product lines, exercising deep technical expertise and knowledge of the laws and regulations that underpin the banks Sanctions Compliance Programme.
  • Provide expert sanctions compliance advice to all Sanctions Compliance Programme staff on the most complex and challenging business and transactional matters. Direct the Sanctions Compliance Programme, including its Regional Sanctions Heads, on how to navigate and apply increasingly complex laws and regulations, into business and product lines.
  • Advocate for business and product lines on matters of legal and compliance uncertainty, assisting in making sanctions risks transparent both within the bank and externally (such as OFSI and OFAC) and crafting compliance measures within our control framework to address.
  • Raise any gaps or deficiencies identified in business processes and operations.
  • Processes
  • Lead the internal Sanctions Advisory Round-Table working group by setting the monthly agenda, curating content vital to ensure staff are apprised of emerging risks and industry practices.
  • Execute delegated responsibilities of the sanctions risk owner to ensure laws, regulations, relating guidance, enforcement penalties and compliance practices, are being tracked effectively and assigned to responsible owners under programme governance.
  • Execute delegated responsibilities of the sanctions policy owner to ensure that the above are reflected in both ad hoc updates and the annual refresh of our sanctions policy and standards.
  • Ensure our Sanctions Advisory Tool is working effectively and analytic analysis is performed on trends and standards.
  • Offer subject matter expertise and assistance to create clear and impactful training as delivered through our Sanctions Learning Curriculum.
  • People and Talent
  • Act as a practice lead and expert for the programme.
  • Assist with advising more junior staff on technical matters of sanctions compliance.
  • Assist with training more junior staff on technical matters of sanctions compliance.
  • Risk Management
  • Use deep subject matter knowledge to maintain programme expertise, such that all sanctions staff are apprised of and understand current and developing points of "best practice" sanctions compliance and how to apply it.
  • Use deep subject matter knowledge to assist in designing and testing, processes, practices, controls and standards, that identify, mitigate and manage the banks sanctions risks.
  • Governance
  • Lead on advisory network deliverables (as reflected in the Global Sanctions Action Plan).
  • Lead and organise working groups tasked with advisory network project matters and workstreams. Organise and lead others with minimal supervision.
  • Regulatory & Business conduct
  • Display exemplary conduct and live by the Groups Values and Code of Conduct.
  • Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
  • Lead the Group Sanctions Compliance Programme to achieve the outcomes set out in the Banks Conduct Principles. Financial Crime Compliance; The Right Environment
  • Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.
  • Other Responsibilities
  • Perform other responsibilities as and when required.
  • Our Ideal Candidate
  • Typically, extensive previous sanctions advisory experience is necessary. The ideal candidate will ideally have gained that experience in a similar role at a large, complex financial institution or law firm.
  • Legal training or practising experience is an advantage, but not a necessity.
  • Strong personal leadership qualities, excellent interpersonal skills.
  • Excellent organisational ability with the ability to manage a heavy and diverse workload.
  • Ability to work in a matrix organisation, leveraging resources across the organisation to complete deliverables
  • Experience of proactively engaging stakeholders across multiple countries/businesses/functions.
  • Understanding of the key features of relevant laws and regulations relevant to the Group and/or Region.
  • High standards of professional integrity.
  • Analytical and problem-solving skills.
  • Proven communication and influencing skills, with the ability to communicate effectively both verbally and in writing at all levels.
