Job Description

Programme Officer - 3 month Temp - £23.71 per hour - Hybrid/LondonIntergovernmental body is seeking an experienced Project Support Officer to provide support to their Public Sector Governance team at their central London headquarters. This is a temporary position to start ASAP for an initial 3 month period and will pay £23.71 per hour PAYE. The role is hybrid and will involve working at the offices 2-3 days per week.The Programme Officer will be responsible for the management of the Programme activities within the team They will assist in the implementation of programmes and projects and will be responsible for providing administrative, financial and logistical support.Duties will include:

  • Provide project management in the development, design and delivery of relevant technical co-operation, training and advisory programmes.
  • Provide support in preparing, managing and updating project budgets, contracts/funding agreements and arrangements with partner institutions.
  • Provide advice and guidance to delivery partners and external funding agencies on financial disbursements and reporting to meet the organisations procedures and audit requirements.
  • Coordination control, budget planning and management, financial disbursements and signatory for payments; including the review and preparation of project and financial reports, maintaining the divisional financial database and preparing statisticalinformation for decision making.
  • Coordinate logistical arrangements for conferences, training programmes, workshops
  • Coordinate the recruitment process for technical assistance projects and oversee the contract award and management.
  • Manage and co-ordinate third country training programmes and monitor donor governments contributions.
  • Assist in the development and implementation of results based management (RBM) processes for programmes and projects.
  • Provide input to the strategic development and operational functioning of the Division.
  • Undertake field visits for the development, implementation and delivery of projects.
The ideal Programme / Project Support Officer will have the following knowledge, skills and experience:
  • Degree or equivalent in Public Administration, Development Studies, Business Management or any relevant Social Science discipline.
  • Relevant work experience in/with international development assistance, including a proven track record of developing and managing technical cooperation projects in developing countries.
  • A sound understanding of government operations within developing country settings.
  • A sound understanding of project design, including project budgeting and forecasting, the use of tools such as Project Cycle Management (including the Logical Framework) and Results-Based Management (RBM).
  • Excellent written and verbal communications skills.
  • Experience within a Government Agency in a developing country or a development organisation with responsibility for project development, design and management.
  • Experience in evaluation of development assistance programmes.
