Job Description

Programme Change Manager - Fixed Term Contract (until Sept 2021)We are currently looking for an established Change Manager who has solid experience utilising Prosci and significant knowledge and experience of project execution / change management experience and ideally within an IT and / or Property industry. Main purpose / scope of the roleThe Project Management Centre of Excellence (PMCOE) is at the centre of delivering change and transformation across NHS Property Services by establishing and ensuring project management best practice, change delivery processes and project management capability development.It has been recognised across the project portfolio that there is a requirement for a Programme Change Manager with a strong background in Change Management Planning, Stakeholder engagement and Change Communications to help support current and future programmes/projects, in particular IT enabled projects using the ADKAR-based NHSPS Change Management Framework and tools that have been developed to date.The Programme Change manager will work across strategic programmes within the NHSPS project portfolio, with initial focus on workstreams aligned to the Smarter Working Programme including O365 Collaboration, Workforce Connectivity and Smarter Working Policy & Design.The role will involve close collaboration with the Smarter Working Programme Manager to undertake change management readiness and impact analysis activity, stakeholder analysis, communications planning and ensure coordination of change activity across the workstreams.This role will work closely with the stakeholder community and NHSPS central communications team as well as managing the relationship with the Smarter Working culture change workstream consultancy.This FTC role will continue to support the work of developing and embedding the existing change management framework from coaching and advising stakeholders on change management best practice to upskilling the project management community. The role responsibilities will also include supporting development and maintenance of the Central project portfolio communications calendar and impact landscape.The Programme Change Manager will act as a coach for senior leaders and executives in helping them fulfil the role of project change sponsor.This is a senior manager role that would suit an experienced and confident business change manager who has delivered systems change across Smarter Working, Microsoft 365 rollouts and multi-discipline programmes.Key ResponsibilitiesAct as Change Lead on high impact programmes

  • Assess the project change impact: Partner with Project Managers to conduct change risk diagnostics, identify impacted stakeholders and develop detailed change readiness and impact assessments to establish a shared view of impacts across senior stakeholders, impacted groups and the project team. Identify and prepare appropriate change management interventions.
  • Apply a structured methodology and lead change management activities: Apply change management process and tools to create and implement a right-fit strategy to support adoption of proposed changes. Understand stakeholder groups, facilitate and track stakeholder engagement to support project and programme delivery, working closely with Programme/Project Managers and SMEs. Establish and manage change champion networks. Provide input to go-live readiness plans and support transition to BAU teams.
  • Support communication efforts: Support the design, development, delivery and management of communications plans and tactics, ensuring project budget is allocated to communications design and development where needed. Work closely with NHSPS Brand and Communications team to create branded change communications content. Manage input to and alignment with central Projects Portfolio communications calendar.
  • Support training efforts: Perform training needs analysis and support the design and delivery of training programmes working closely with SMEs and NHSPS systems training and L&D team.
  • Define and measure success: Outline Change Management KPIs to define success and measure the effectiveness of change interventions across the project lifecycle. Adjust change efforts accordingly. Provide input to lessons learnt reviews and reports as part of change management continuous improvement.
