Job Description

Procurement Officer Location: East London Salary: PO4 (£41,466- £44,373) Full Time, PermanentOur client is an award winning ALMO (Arms Length Management Organisation). They are a not-for-profit company set up in 2008 to deliver high quality housing services for residents living in over 21,000 homes in East London, including 9,700 leasehold homes and 11,500 tenanted homes. In addition, there are around 350 Right to Buy Freeholders who pay a service charge.They have travelled a long way in the past few years and have built a strong track record in improving their performance and delivering quality services to their residents and communities. This was a major factor in the recent decision of our clients’ sole shareholder to extend their management agreement by a further eight years from July 2020. Following this decision, our client has shaped a new business plan - Create Great - to give them focus over the coming years.An exciting opportunity has arisen for a Procurement Officer to join our client’s ambitious, busy and dynamic Procurement and Contracts Team on a permanent basis, which assists with the delivery of a range of contracts cutting across all categories including the delivery of an annual capital investment programme of over £40M.You will help the organisation to deliver their vision of thriving, safe, and sustainable neighbourhoods where residents can be proud of their homes, respect one another, and realise their potential.The successful candidate, reporting to the Head of Procurement and Contracts, will:

  • Provide advice and support on procurement activity and contract management across the business
  • Providing a full range of procurement services including the procurement of new contracts for works and services
  • Assisting with the delivery of the Better Neighbourhoods Programme by managing the recently launched Better Neighbourhoods framework
  • Identifying solutions for procurement, contract and supply-chain issues whilst ensuring continuity of service is maintained at all times
  • Undertaking stakeholder consultation and market engagement exercises
  • Facilitating contractor selection processes
  • Monitoring, appraising and reporting on procurement performance
  • Exhibit the organisation’s Ways of Working, and demonstrate how your own passion and drive for what you do is in tune with their organisational Values.
  • What you’ll offer them:
  • Experience of Public Sector Procurement including EU processes
  • Housing (ALMO or RSL) experience with knowledge of leasehold management implications
  • Working knowledge of the construction industry and contracts
  • Good communication skills and ability to influence others
  • CIPs qualified or working towards
