Job Description

Procurement ManagerWe are currently recruiting for a Procurement Manager to join our client, who specialise in providing managed services for the NHS, on a permanent basis.Overview:The Procurement Manager will be responsible for delegated high value categories, will act as main point of contact for clients and implement strategic sourcing and strong stakeholder management to maintain the lowest costs and strengthen relationships withsuppliers. Implement change and improvements to build procurement capability along with reviewing, negotiating and drafting contracts for cost optimisation.Day to day duties:

  • Implement procurement strategy and lead operational planning
  • Develop the teams annual work plan and introduce policy across the team and function
  • Act as the client lead for the procurement process by delivering a portfolio of complex and/or high value contracts
  • Lead tender adjudication and supplier meetings pre and post tender
  • Provide guidance on purchasing activities and contract management, along with offering reliable expert advice on commercial and contractual issues
  • Produce Official Journal of European Union advertisements, complex tender documentation for the client
  • Deliver operation sourcing programmes for defined categories
  • Contribute to the leadership and management of large procurement projects with clinical and non-clinical colleagues
  • Implement and monitor contract initiatives and conduct market research to support arguments for change
  • Source key suppliers and support market assessment, management and analysis on behalf of the function
  • Manage day to day operations
  • Engage successfully with managers and end users and use networks to raise the profile of procurement and highlight its value
Previous Experience:
  • Proven track record of delivering cost reductions, resolving queries and influencing people and as a result building collaborative partnerships with suppliers/clients
  • Expertise in category and contract management and EU procurement
  • Evidence of experience of negotiating contracts in a large organisation
  • Experience of complex competitive tenders/quotations
  • Operational and project management
  • Previously established strong supplier and client partnerships along with operating at a senior level and influenced senior stakeholders
  • Experience of managing change and high value projects
Personal Characteristics:
  • Excellent interpersonal skills along with strong verbal and written communication skills
  • Confident communicator at Senior Management Level
  • Strong negotiation and influencing skills
  • Proactive, enthusiastic, and reliable and comes with an ability to deliver to tight timescales
Education:
  • Education to degree level or equivalent work experience within a procurement/supplies function
  • MCIPS qualification or equivalent experience
