Job Description

NHS Property Services have a fantastic opportunity for a National Health and Safety Manager - Soft FM. This is a national role covering the whole of England. The role attracts a starting salary of £55,000 with a Car Allowance, Bonus, Pension & 27 days Holiday.The National Health and Safety Manager - Soft FM, will be part of the central senior Health & Safety team which sets the national / strategic and operational direction in relation to regulatory compliance on Health & Safety for all NHS Property ServicesFunctions. There will be close working with the National Health & Safety Lead - Standards and Performance and cross team working with colleagues in the Service Assurance team, Region Soft FM Managers and Soft Service colleagues.The main purpose of this role is to ensure that safety procedures / ways of working across Soft FM deliverables are embedded at all levels. This will include influencing documents developed by the Soft FM and Service Assurance teams to ensure they are alignedto documents which are part of the Health & Safety Management System.There will also be a focus on other specialist areas such as; occupational health, infection control and prevention and radiation.Key Responsibilities

  • Works with the National Health & Safety Lead - Standards & Performance and Service Assurance team to set direction and clarify priorities, plans, and goals improving safe ways of working particularly for front line colleagues.
  • Brings professional best practice to the role to create strategies and plans
  • Drives continuous improvement.
  • Shares technical/professional skills and knowledge
  • Adheres to the appropriate governance and compliance standards for professional area.
  • Working with the National Health & Safety Lead- Standards and Performance, maintain alignment with the Health & Safety team through collaborative working with the Soft FM Expertise and Delivery Assurance team to develop and agree safety standards relatedto Soft FM service delivery.
  • Along with the National Health & Safety Lead - Standards and Performance provide competent Health & Safety advice and guidance to colleagues in the Soft FM Expertise team and across the business.
  • Work closely with Region Soft FM Managers and Estates Delivery Partners promote safety initiatives and measure implementation.
  • Develop a network of Soft FM Health & Safety Champions across all Regions and agree a programme of development with the National Health & Safety Leads.
  • Contributing to the development of the NHSPS Annual Health & Safety Plan and supporting the Region Health and Safety Managers to deliver against the KPIs (Key Performance Indicators) set for Soft FM activities, ensuring all are aware of their responsibilitiesto achieve the goals.
  • Support the Region Health & Safety Managers to develop Region based implementation / change plans for all Health and Safety Procedures / initiatives relevant to Soft FM activities and monitor the change.
  • Lead the Health & Safety development of COSHH assessments for Soft Service products and align with those produced for Hard FM substances by the National Health & Safety Manager - Hard FM.
  • Support elements of the Annual Health & Safety Training Plan as requested delivering Soft FM topics using agreed presentations to ensure consistent messaging and delivery.
  • Develop training to raise awareness across all areas of responsibility to assist in implementing soft service safe ways of working. This must be signed off by the National Health & Safety Manager - Training.
  • Lead the Occupational Health provision roll out and programme for immunisation, management of needlestick injuries and occupational health surveillance for colleagues in both soft and hard FM.
  • Working with Delivery Service Assurance colleagues develop NHSPS standards for Infection, Prevention & Control.
  • Developing guidance on areas such as working near sources of radiation and other Healthcare related subjects.
  • Provide advice to senior managers, Health, and Safety Team colleagues and wider NHSPS colleagues on all health and safety matters related to Soft FM activities.
  • Drive the organisations behavioural safety culture by raising awareness and leading by example. This includes leading campaigns within the Soft FM specialism to raise awareness of high-risk Soft FM activities, safety culture and ownership.
  • Support Region Health and Safety Managers on Soft FM investigations, in conjunction with the operational team and any SMEs, of any lost time / RIDDOR reportable accident or dangerous occurrence to identify root cause and provide advice on risk elimination
  • To contribute to the Health and Safety Risk Register in respect of any Health and Safety risks which are identified for Soft FM.
  • Support the Region Health and Safety Managers to complete planned and ad-hoc monitoring of NHS Property Services colleagues conformances to the National Health & Safety Lead - Standards and Performance.
  • Demonstrate Health & Safety leadership behaviours to continually develop our Safety culture

Qualifications
  • NEBOSH National Diploma Level 6 or equivalent in Occupational Health & Safety or equivalent.
  • Member of IOSH (Institute of Occupational Safety and Health).
  • Other Health & Safety Qualifications as applicable.
