Further details can be found on the programme’s website.The South East London Integrated Care System is a partnership of health and social care organisations with an ambition to deliver a clinically and financially sustainable health and care system for the future. The ICS is taking collective action to improve outcomes and address health inequalities in our population.Initially, this was through collaborative development of the Our Healthier South East London or OHSEL as a Sustainability and Transformation Plan (2016) and then as a Partnership or STP thereafter. From June 2019 OHSEL was successful in its application to become London’s first ICS and will now develop according to national policy direction for those partnerships going forward.At all times, we are seeking to pursue our vision by adopting a population health management approach and taking action at different geographical levels – very locally in our neighbourhoods, in each borough, and across south east London. We operate as a ‘System of Systems’, bringing partners together to take action at the optimal scale to effect changeThe south east London integrated care system (ICS) brings together all of the organisations involved in the planning and delivery of health and care for the 1.92 million people who live in south east London (SEL), including:• Local authorities (LAs): Bexley; Bromley; Greenwich; Lambeth; Lewisham; Southwark.• NHS South East London (SEL) CCG.• Primary care providers: 212 general practices, organised in 35 Primary Care Networks (PCNs).• Acute, mental health and community service providers: Guy’s and St. Thomas NHS Foundation Trust (GSTT); King’s College Hospital NHS Foundation Trust (KCH); Lewisham and Greenwich NHS Trust (LGT); South London and Maudsley NHS Foundation Trust (SLaM); Oxleas NHS Foundation Trust (Oxleas); Bromley Healthcare CIC.• Additionally, there are hundreds of voluntary sector and community organisations that currently work in partnership with the organisations listed above to improve the health and wellbeing of our residents.This new post is critical to both the successful development of the ICS in south east London over time; whilst securing a step change in our strategy development and partnership delivery now. The role will be employed by Guy’s and St Thomas’ NHS Foundation Trust.We are looking for an experienced and talented NHS manager used to operating at an executive level in a complex organisational environment, within the NHS or public service, to join the ICS team as ICS Director of System Development. This role will work with the full OHSEL partnership and directly alongside and in support of the ICS lead to:

  • co-ordinate and take a leadership role in the development of the ICS Medium and Long Term Strategy (Three and Ten year outlook) alongside the articulation of clear underpinning annual delivery plans.
  • secure an agreed ICS development plan driven by the objectives and outcomes agreed across OHSEL partners and in response to NHS England and Improvement’s (NHSEI) consistent operating requirements of ICSs in England and oversee its effective implementation.
  • design and implement an ICS Improvement approach and methodology to embed and optimise the ICS’s emergent Population Health Management approach plus and wider system and pathway transformation approaches
  • be the lead advisor to the ICS Chair, Partnership Board and Executive in relation to ICS policy
  • ensure a proactive approach is taken to communication and engagement to promote the work of the ICS and secure demonstrable engagement from the public, patients and stakeholders
  • develop and pursue further ICS partnerships.
  • This will require a range of skills, flexibility and confidence to take on a wide range of responsibilities, often with minimal oversight.In addition to these core responsibilities the post holder will also be responsible for the successful operation of the ICS’s operating model and the governance required to support it, and the business planning of the ICS ensuring its alignment to strategic objectives agreed by Partners and the Partnership Board.The post holder will join a system in recovery from, and in many respects continuing to manage a Pandemic. As such the post holder will also have core responsibilities for adopting and ensuring the execution of the ICS’s System COVID-19 Recovery Plan.This is an exciting opportunity to join one of the first ICS’ and be part of a committed and talented team trying to improve health and care in this part of the capital.
