Job Description

JOB TITLE: Housing Development Programme ManagerLOCATION: East LondonPAY RATE: £269.93 daily paye/ £349.99 daily umbrellaSTART DATE: ASAPDURATION/Hours: 3-month initial contract/ 35 hours a weekIR35 STATUS: InsideJob Summary:

  • Working closely with the Head of Housing Supply, lead and manage the complex funding arrangements for one of the clients top corporate priorities; the delivery and identification of 2,000 new homes, through the Housing Supply Teams development programme.
  • Establish funding availability from multiple sources to identify appropriate schemes for the provision of new housing schemes including the clients largest capital project the Harriott, Apsley and Pattison Houses regeneration scheme. Review and make necessarychanges to the programme according to schemes progress within budgets
  • Monitor governance compliance to ensure required scheme budget approvals are obtained and updated as required
  • Manage the Affordable Housing team in securing affordable housing through s.106 negotiations with developers
Role requirements:
  • Plan the use of multi million pounds budgets from different funding sources including the HRA (£180m) and General Fund (£52m), RTB receipts (£80m), s.106 (£6m), GLA grant (£42m), etc. to build a programme of housing supply
  • Use IT scheme appraisal tools such as Proval or Argus to model schemes for value for money and NPV to establish a prioritisation list for the programme.
  • Work closely with Asset Management, CDT and Regeneration to identify new regeneration sites, new build schemes and other opportunities for development.
  • Analyse the programme and report to appropriate governance and managerial bodies on its progress.
  • Work closely with developers and RPs to secure the maximum and most appropriate forms of affordable housing through S.106 agreements
  • Supervise colleagues and have managerial lead of colleagues across Housing Supply to ensure individual projects and programmes are aligned within the overall development programme
  • Plan the use of RTB receipts and S.106.
  • To lead on programme updates at GLA quarterly monitoring meetings
  • . Work closely with Capital Delivery Project Managers to establish scheme timelines and cost changes
Knowledge and experience:
  • High level of understanding of how local authority funding works and in particular its Housing Revenue account.
  • Ability to explain understanding of the housing development process from inception to completion
  • Understanding of costs, measures of value and calculations involved in determining viability of housing developments.
  • Understanding of the factors that drive asset investment decisions and the pros and cons of different choices
  • Evidence negotiating and influencing skills with partners and stakeholders
  • Undertaken previous programme management work.
  • Have worked in a local authority, housing association or other development organisation
  • Undertaken significant amounts of scheme appraisals, project or programme management of housing schemes or similar
  • Experience of using appraisal tools e.g. Proval or Argus
  • Demonstrable ability to work within budgets and monitor and manage expenditure.
