Head of Transport Investment and Public TransportPolicy - Department of Transport The Department of Transport has responsibility fordelivery of an accessible, efficient, safe and sustainable transport systemthat supports communities, households and businesses.The Departmentsresponsibilities cover all modes of transport: active travel, public transport,private vehicle and internationally by road, rail, air and sea. The Departmentsinvestment programme contains projects which will transform the Irish Transportnetworkand will play a key role in realising the ambition of the NationalPlanning framework and delivering many of its National Strategic Outcomes. TheNational Development Plan 2018-2027 included a 20bn allocation for theDepartment of Transport. A significant portion,8.6bn is designed to deliverPublic Transport Investment projects which will support the NPF NationalStrategic Outcomes of Compact Growth, Sustainable Mobility and Transition to aLow Carbon and Climate Resilient Society. Reporting to the Secretary General,the Head ofTransport Investment and Public Transport Policy will have responsibility forleading and collaborating across Government Departments, Transport StateAgencies, Transport State Companies and Local Authorities on significantprogrammes of investmentin active travel infrastructure, public transportinfrastructure and roads. S/he will lead on the development and implementationof policy in these areas and will contribute to broader Public Policy andProgramme for Government initiatives in areas such as sustainableinfrastructureinvestment, national spatial planning, Intelligent TransportSystems and climate change. This role also involves oversight responsibilitiesfor Transport Agencies in relation to distribution of Exchequer funding andtheir delivery of the Governments sustainabletransport investment plans underthe National Development Plan and Project Ireland 2040. The successful candidate will have: a proven track record of achievement at seniormanagement level in a complex and challenging environment in either the publicor privatesector;proven ability to think strategically in the analysis,development and implementation of policy actions;the capacity to understand the governance,financial and business issues within the Transport State Companies;a well developed range of leadership,communicationand interpersonal skills appropriate to the demands of the postincluding strong people management, influencing, negotiation and communicationskills and the ability to establish effective working relationships within acomplex stakeholder environment;a strongresults focus and the ability to achieveresults on the basis of cross-divisional and cross-organisationalworking;the ability to work effectively with the politicalsystem and to represent the Department credibly in all relevantfora.This is a Top Level AppointmentsCommittee (TLAC)position.
