Job Description

Job title:Fraud & Crime Lead, Supply and Demand Unit - COVID-19 Vaccine SecurityThe UKs COVID vaccination programme is currently Governments highest priority. The rapidly established COVID Vaccine Security team sits within the UK Health Security Agency and is responsible for the end-to-end security of the UKs Covid-19 vaccine programme,to enable manufacture, distribution, and deployment of the COVID vaccines throughout the UK. It plays a key role is to maintain public trust and confidence in UK vaccines and delivery programmes.The Fraud and Crime Leads role is to understand and help drive forward mitigations of the risks that the cell identifies, with the overall aim of assuring security of the vaccine roll out. This includes maintaining an awareness of vaccine related fraudand crime issues and threats, providing analysis of associated information, and sharing across relevant stakeholdersKey responsibilities of the Cell Lead include:

  • Working as the first port of call for all crime and fraud vaccine related issues, questions, and concerns, ensuring correct responses and action is taken and for the production and then maintenance of a strategy for the cells activity.
  • Working with cell leads and the Intelligence cell to maintain awareness of relevant threats, ensuring these are captured, analysed, and documented as appropriate and shared across relevant stakeholders for awareness / additional information.
  • Working with other cell leads to provide a broad understanding of cells area to enable identification of common themes. Promote a common understanding and create internal resilience.
  • Commission analysis of information obtained to highlight weaknesses, provide assurance, and create on going work plans.
  • Source, establish and maintain close and collaborative relationships with key senior level stakeholders from across a number of government departments, advisory bodies, law enforcement agencies and professional bodies to ensure coherence in advice and briefings,ability to influence and drive action and to enable accurate and timely reporting to the SRO .
  • Oversight of cell budget; appropriate management of funds as set out by yearly budget and reporting to internal Finance Business Partner as required.
  • Build strong relationships and identify key stakeholders to build up a strong network of expertise. Encourage joined up across government working and collaboration, and lead initiatives where appropriate.
  • Provide advise across government recommending and where appropriate implementing solutions to help deter and prevent fraud and crime.
  • Identify vaccine related fraud and crime issues where processes and standard procedures are either substandard or absent, and work with stakeholders to rectify any issues.
  • Implement and supervise a collation of reported feedback from partners and stakeholders, identifying common themes and opportunities which have a broader impact on security.
  • Production of briefing documents and official lines to take, and responses to any relevant press interest.
  • Provide input into the development of security policy by providing verbal and written briefs as well as participating in round tables, presentations, workshops, meetings and seminars representing the organisation.
  • Production of relevant project and governance documentation and ensuring they are kept current, including but not limited to Project Initiation Document (PID), Risk and Issues plans, reporting schedule and product lists.
  • Deputising for other cell leads to cover planned and unplanned absences to ensure continuity of service, including attendance at SLT and Board meetings when required.
  • Providing assistance on the area of expertise to other cell leads, including a layer of assurance when required.
  • Any other duties deemed appropriate for the grade and role.
Person Specification:Essential criteria
  • Ability to lead in a fast paced, changing, and challenging environment.
  • Ability to strategize, collaborate, challenge where necessary and deliver with others, to meet both short and longer-term deadlines.
  • Ability to lead and oversee/ directly manage programmes and projects. Developing strategies to deliver, understanding, and escalating risks and reporting against progress to SLT
  • Ability to collaborate and where necessary challenge SLT, providing subject matter expertise on SCR cell
  • Ability to lead on complex policy issues. Commissioning and understanding analysis to make balanced decisions based on the best available evidence.
  • Ability to work with, persuade and influence a range of internal and external stakeholders, building a strong network of partners to deliver objectives.
  • Flexible, confident, and adaptable approach and an ability to deliver at pace
  • Excellent written and oral communication skills, including ability to assimilate large amounts of information to make evidenced-based recommendations that effectively respond to strategic objectives or priorities.
  • Knowledge of intelligence and criminal investigations and experience of working with law enforcement parties.
  • An understanding of current UK legislation is also highly desirable.
