Job Description

The Church of Englands Mission and Public Affairs Division have a unique opportunity for a Financial and Administrative Controller,to work on a Foreign Commonwealth and Development Office (FCDO) Aid Connect funded project, on freedom of religion or belief (FoRB).This consortium based project will create a FoRB leadership network involving parliamentarians and belief leaders across eight countries (Bangladesh, The Gambia, Ghana, Malawi, Pakistan, Sierra Leone, Tanzania and Uganda) to address the legislative barriers to FoRB and the social traditions that support societal hostility towards minority groups on account of their religion or belief.The consortium consists of the following partners: The Centre for the Study of Social Cohesion based at the School of Anthropology (Oxford University), the International Panel of Parliamentarians for Freedom of Religion or Belief (Oslo, Norway), NORFORB (Oslo, Norway), Danish Institute for Human Rights (Copenhagen, Denmark), the African Centre for Parliamentary Affairs (Accra, Ghana); the programme for Christian Muslim Relations in Africa (Nairobi, Kenya), the Jinnah Institute (Islamabad, Pakistan), the Catholic Commission for Justice and Peace (Islamabad, Pakistan), the British Council (Dhaka, Bangladesh).Oxford University is the Tier 1 partner and hold the contract with the FCDO, and will take lead responsibility for the research dimension of the project. The Church of England is the Tier 2 partner and has responsibility for managing the operational delivery of the project with Tier 3 partners across the 8 countries.This is an exciting opportunity to be part of a multi-partner, multi-site project working with parliamentarians and belief leaders to champion a human right that is under pressure in many parts of the world.As Financial and Administrative Controller, you will play a crucial and central role in the FoRBLN Project Management Unit, providing appropriate financial and administrative management to effectively deliver the project.You will need to be proactive and demonstrate strong problem-solving and organisation skills. Flexibility and capability to work on a broad range of topics with a range of partners in different countries simultaneously, are also key requirements of the role.This role will be full time, working 35 hours per week. This contract is fixed term, expected to last until September 2023 (subject to review).The Project Management team will be based at Church House, Westminster, London SW1P 3AZ.   • Project manage in accordance with the funders terms and conditions and the NCIs legal and regulatory framework
  • Establish a monitoring plan for Tier 3 partners compliance with due diligence requirements
  • Liaise with Oxford University on the maintenance of the project management organisation plan, with clear roles and responsibilities defined, and a work plan for each tier of the project and making provision for the implementation phase
  • Take responsibility for financial management of Tiers 2 and 3 of the project including planning to ensure value for money, monitoring of expenditure against budget and establishing supporting administrative processes including MEL
  • Maintain and review a project risk register of Tier 3 partners and liaise with Oxford University on any revisions needed to the project Risk Register
  • Arrange legal and contractual agreements with collaborators and contractors in preparation for the implementation phase, in liaison with the Legal Department
  • Ensure that all contracts/secondments/visitor arrangements are set up in line with the Church of Englands and funder policies and the project terms. Maintain records and awareness of individual arrangements and liaise with other organisations as necessary
  • Undertake finance management of the project including raising requisitions and purchase orders, receipting goods and arranging payment of invoices
  • Keep records of all procurement activity including but not restricted to costs, volumes, suppliers, value for money, savings and efficiencies and to liaise with the Oxford University when requested
  • Liaise with Tier 3 partners regarding the efficient, accurate and timely submission of financial statements and narrative repots necessary for the Church of England to fulfil its own reporting responsibilities with Oxford University
  • In conjunction with the Finance Department prepare reports for Oxford University and the donor as required and ensure timely and accurate submission of all expenditure statements and reports required by the grant agreement
  • Collect, collate and report regularly appropriate monitoring data to the appropriate bodies
  • Staff management and administration
  • Supervise the work of all staff in the Project Management Unit in consultation with the Director of Operations and Deputy Director of Operations
  • Devise and implement office administrative systems and procedures.
  • Organise efficiently the arrangements for meetings, events and seminars organised by the Project Management Unit
  • Make complex travel arrangements for UK and international travel, including making arrangements for visas where necessary
  • Communication and liaison
  • Establish and maintain good working relationships with the Project Director and Director and Deputy Director of Operations and all partners (Tier 1 and Tier 3) and their administrative teams
  • Maintain good working relationships with all functional contacts across the project and the Project Management Unit and Finance Department
  • Provide information, analysis and support to the Director and Deputy Director of Operations and where necessary the Director of MPA, Head of Finance in all matters pertaining to the project
  • Co-ordinate internal/external audits, annual self-assessment exercises and other funder requirements
  • General administration
  • Provide general administrative and management assistance to the Director and Deputy Director of Operations and project employees.
