Job Description

Job IntroductionAbout the role:The Environmental Consents Compliance Manager (ECCM) will work seamlessly with environmental, design, construction and other consenting colleagues across the project teams to ensure that all environmental consents requirements are delivered in accordancewith the HS2 Act and all other applicable legislation.The ECCM will monitor and report on compliance with environmental consents and associated conditions throughout the design, construction and handover phases of the contract.Flexible working: We welcome you to ask about the flexibility you need. In return, we will explore whatis possible for the role.Role Responsibility

  • Own and manage the Environmental Consents Register, working with Area environment, planning and construction teams to ensure all consents requirements are identified, allocated and recorded.
  • Where allocated, prepare and submit applications for consents to the Consent Granting Bodies (eg Local Authorities and Environment Agency), manage the stakeholder relationship to support consent approval, coordinating specialist inputs to applications whilstalso liaising with construction teams, designers and client teams.
  • Act as a coordinating point of contact for the client and regulatory / consent granting bodies on projectwide environmental consenting requirements.
  • Monitor and track all Consent approvals processes to support effective and consistent projectwide reporting.
  • Implement a robust projectwide approach to cascading and briefing on granted consents documentation and corresponding conditions to construction and environment teams.
  • Review / audit consents compliance with environmental consents and conditions, identify and report on non-compliances, assist with identifying mitigations measures and support a robust lessons learned information cascade
  • Identify and escalate consents delivery risks via the risk reduction process and through both area and projectwide reporting
  • Develop and implement consistent processes and procedures to support delivery in accordance the Consents Management Plan.
The Ideal CandidateEssential:
  • Degree level qualification in an Environmental discipline
  • Experience and knowledge of Environmental consent delivery and management, including environmental permitting
  • Excellent understanding of environmental legislation with regards to air, waste, noise, ecology, water and heritage matters
  • Demonstrable track record of establishing strong relationship with key environmental stakeholders
  • Excellent communication, organisational and time management skills, being methodical and detail orientated
  • Able to identify and articulate consent delivery risks to senior colleagues
  • Member of Institute of Environmental Management and Assessment (IEMA) or equivalent
Desirable:
  • Experience of complex infrastructure project delivery
  • Audit experience
  • Knowledge and experience of the HS2 Act
