Job Description

On 18 August 2020, the Secretary of State for Health and Social Care announced plans to establish the National Institute for Health Protection and consult on the best future options for strengthening health improvement and other public health functions in the wider system. Public Health England and many of its employees will be in scope for transition to new organisations in Spring 2021. Any new or current employees working for Public Health England during this time, will receive appropriate communications and consultation prior to any formal transfer taking place. Employees who compulsorily transfer to successor bodies will remain on their existing contractual terms and conditions and this applies both to current employees and those recruited during the transition. The recruitment, growth & development of our workforce is vital for the continuing success of PHE and the future National Institute for Health Protection.Public Health England (PHE) is an executive agency of the Department of Health and Social Care and is a Category 1 Responder as defined by the Civil Contingencies Act, 2004 (and subsequent amendments and revisions). Our role is to protect and improve the nation’s health and wellbeing and to reduce health inequalities. We provide strategic leadership, research, advice and support for Government, local authorities and the NHS We work in partnership with other Category 1 and 2 Responders to prepare for, respond to, and recover from, Major Emergencies.We have a number of Emergency Preparedness Manager vacancies in our London Team at Public Health England, based in London. These roles are available because of a temporary increase in staffing designed to support the service during a time of heightened activity due to the Covid-19 Incident Response.Public Health England (PHE) is immersed in protecting the nation’s health during a global pandemic. We are looking for motivated and enthusiastic individuals to join us in London for 12 months.PHE London Region Emergency Preparedness Managers (EPMs) provide the PHE Regions with expert advice and support for emergency preparedness, response and recovery working closely with Regional and National Colleagues and key Partner Agencies.You will deliver specialist emergency preparedness advice and support the Health Protection team to ensure the organisation fulfils its obligations as a category 1 responder under the Civil Contingencies Act and duties under the Health and Social Care Act 2012. You will be involved in the implementation of service development and procedures within the area of emergency preparedness resilience and response procedures for incidents and emergencies.You will have a degree in a relevant subject or equivalent experience in and a demonstrable knowledge of emergency planning. You need to be a strong team player and have developed excellent communication and interpersonal skills. You will also have the ability to organise and prioritise and be able to demonstrate close attention to detail and proficiency in the use of Microsoft Word, Excel and Powerpoint.This post will require you to submit for security clearance and will require a flexible approach to work hours.Applicants are strongly advised to use the criteria in the person specification (available online) as sub-headings in their application to make it clear how they meet each of the selection criteria.
