POSITION PURPOSE The CASS Governance team sits within the London Client Operations team and works very closely with the TA Oversight and Client Liaison teams as well as other pertinent key CASS business units globally. The Deputy CASS Operational Oversight Manager is a collaborative role in which youll support the Head of CASS Operational Oversight and senior management in overseeing the operational effectiveness of the firms systems and controls designed to achieve compliance with CASS regulations, working across the organization to help achieve this in relevant Business Units. The role will develop your asset management capabilities in a pivotal role with considerable stakeholder interaction and the opportunity to build your network across the firm and the industry. Reporting directly to the CASS Certified Individual (Head of CASS Operational Oversight), youll assist in setting the CASS Governance strategy to be agreed by the senior manager (SMF) through appropriate governance in areas of business responsibility. In addition, there will be key CASS responsibilities required to be overseen to ensure compliance with the rules. Youll make sure that effective controls and governance are in place to reduce the possibility of regulatory and reputational damage to the firm as well as undertaking impact and gap analysis and creating action plans to update strategy, policy and procedures. In addition, youll be creating and maintaining robust oversight arrangements of CASS operational effectiveness in the relevant business units and assisting with developing and delivering an effective oversight model. The role will also involve managing relationships internally and with relevant outsourced entities to meet and exceed the requirements of FCA CASS rules. Exercising good judgement regarding changes to procedures and controls in client assets operational areas and influencing stakeholders and senior management to make those changes. Examining CASS risk and controls for accuracy, consistency and compliance, identifying enhancements and developing action plans where needed. Developing CASS oversight monitoring methodology and assessing regulatory and product change, and industry trends for CASS impact to make recommendations on CASS compliance. Principal Responsibilities Deputize in the absence of the Head of CASS Operational Oversight Manager in relation to CASS Governance Responsible for overseeing the client money reconciliations and CASS Resolution Pack Oversee CASS issues and incidents, conducting root cause analysis and ensuring appropriate remedial steps are clearly defined and assigned to mitigate risk Assist in ensuring that all CASS Oversight processes and procedures across all business units are both documented and maintained as well as proactively identify and raise suggestions for improvements Monitor/Review/Analyze monthly KPIs and produce monthly/quarterly executive management information reports, including MI to measure the success impact of our governance framework Perform ongoing review and updates of CASS Risks and Controls matrix Oversee timely and accurate monthly CMAR returns (in line with regulatory requirements). Assist with annual CASS due diligence visits to the provider in conjunction with T. Rowe Prices Risk and Compliance functions PERSONAL ATTRIBUTES / SKILLS / QUALIFICATIONS At least 5-years relevant CASS experience, gained in an investment operation, investment risk or compliance environment, with in-depth knowledge of the UK regulations and industry practices Excellent knowledge of FCA CASS sourcebook and demonstrable ability to apply them in practice is essential for both investment management clients (CASS 8) and funds (CASS1, 7, 9 & 10) contracting with UK Legal Entities. Ongoing awareness of changes to CASS regulations and best practice developments with the a bility to communicate technical concepts and ideas to non-technical audience. Technical capabilities in creating and using data to develop management information, visio, excel, presentation skills, and other similar capabilities required. Problem solving oriented approach with high level of accuracy and attention to detail. Excellent communication and interpersonal skills with ability to communicate and influence at all levels of a diverse range of staff, including senior management and relationship building skills. Ability to deliver to time-sensitive deadlines, independent worker who is results driven Excellent team player who operates collaboratively, with transparency to engender trust and confidence Strong attention to detail and the ability to analyse key data and trends Ability to manage multiple priorities; flexible and resilient Possess excellent organizational skills Ability to identify potential issues and escalate and articulate appropriately CISI - Client Money and Asset Examination preferred T.
