It isresponsible for:* ensuring that markets operate with integrity;* promoting effective competition; and* protecting consumers of financial servicesAbout the role:Were looking for an experienced Data Analyst to work on the Transforming Data Collection Programme to develop high quality data assets, and design data solutions that align with business goals in line with FCA Data Strategy & Policies.The Data Analyst will identify key data collection challenges, select potential FCA use cases to address these challenges, and ensure that solutions enable efficient and effective analysis to support regulatory objectives. This role is pivotal to the programmedelivering measurable benefits and value for the FCA and industry.You will have a strong background in data analysis with the ability to access and interrogate FCA data to address the main business challenges we face using data. You will also be able to use different approaches - both programmatic and non-programmatic - toaccess data and understand and document the routes to insights and data exploitation that different data users within the organisation take and the problems which arise for them in achieving their objectives efficiently.The Data Analyst will work closely with business users to understand their data needs, challenges and perceived opportunities to ensure what the Programme delivers is helping the FCA become a more intelligence-led organisation. An interest in process designand a desire to implement solutions which achieve maximum efficiency for data analysts will be highly valuable.What does this job involveThe key responsibilities of the role holder include:* Supporting the design and implementation of a process which identifies, analyses and prioritises existing demand for data collection change or development into defined use cases for consideration by the programme.* Carrying out data research and investigation as well as stakeholder engagement to identify and understand the potential for use cases to provide value and the data limitations which prevent this being achieved within data collection and data collection designprocesses.* Succinctly communicating findings, options, costings, risks, dependencies, and recommendations to stakeholders via written communications and presentations. * Presenting options of use cases for progression into the programme, with recommendations, to stakeholders of all seniority levels within the FCA and externally.* Contributing towards the design of solutions which overcome the data limitations to maximise value along the lifecycle of data collections, from initial idea to the utilisation of data to achieve insight and improved regulatory outcomes, including updatingand decommissioning where needed (also covers design, governance, implementation, storage and access processes that affect the value of data collections to the FCA)* Analysing, assessing and scoring use cases against criteria and capturing this information in outputs suitable for technical and non-technical audiences.* Identifying opportunities where we can retire data and reduce the burden on firmsMinimum, Essential & Desirable skillsMinimum* Significant experience in data analysis function in a large organisation.* Able to locate and access data via different channels to identify issues for the spectrum of data users and stakeholders - such as SQL, Python, R, Tableau Desktop and Prep, Power BI.Essential* Proactive and delivery focussed, able to quickly understand technical issues and collaborate with SMEs and agile project teams to propose and deliver optimal solutions.* Good understanding of data management activities that support data analysis (data quality, data standards, data modelling etc) - able to understand data analysis issues, limitations, and dependencies. * An excellent communicator, able to build rapport, nurture business relationships and establish communication channels with internal and external stakeholders.* Ability to produce concise and persuasive written or visual outputs and verbally convey any issues in an easy-to-understand manner.* Able to converse in both technical (IT/data systems) and business language.* An analytical approach to their work, able to spot trends, use good judgement and arrive at logical conclusions.* Ability to document colleagues data requirements and identify root cause issues of data limitations within existing processes and services.* Working knowledge of different data collection mechanisms and formats.
