Job Description

Criminal Investigations Manager Security Industry AuthorityPermanent Role £41,000 per annumSecurity Clearance - This role is subject to Baseline Security StandardLocation - This role is based at home, travel throughout the UK will be requiredSuitable candidates should have their own car and possess a full valid driving licenceJob Purpose The primary role is to respond to criminal activity within the regulated industry, grounded by the Authoritys responsibility in protecting the public and maintaining the effectiveness of businesses providing security industry services. To lead the Authoritys response to organised non compliance of the PSIA and wider criminal behaviour which cannot be resolved by compliance means, principally through the use of criminal and financial investigationWithin the Inspections and Enforcement function, manage a team of home-based Investigation Officers operating throughout the UK, who focus on criminal investigation and recovering criminal benefit (POCA)This role reports to the Head of Criminal Investigations and will have direct line management of approximately 6 field based Investigation Officers and Accredited Financial Investigators and through matrix management of administration and other staff engaged in supporting the work of the teamThe job holder will be required to establish and maintain strong, positive working relationships with: *Regional I&E teams and Investigation Managers. SIA Head Office, with Customer Contact and Customer Compliance functions within Operations, Intelligence, Legal department, Quality and Standards and Finance*Relevant enforcement partners, particularly establishing joint investigations, such as: Police, NCA, HOIE, HMRC, DWP and RARTs*Varied offices throughout the Crown Office Procurator Fiscal Service*Partner organisations, such as Awarding Bodies and Assessing Bodies who undertake devolved undertakings on behalf of the Authority*Legal advisors and Counsel in England, Wales and Northern Ireland, building relationships and maintaining business performance*Members of the publicResponsibilities:*Senior Investigating Officer for all criminal investigations undertaken by the Authority in the UK, responsible for proceedings through the Criminal Justice System. *Role holder to manage and steer investigations (both criminal and financial) to ensure they are carried out in accordance with policy, relevant legislation and criminal justice standards*Responsible for high standards and conduct on investigations, undertaking audit function in lieu of any formal Inspectorate*Senior Appropriate Officer (SAO) for Accredited Financial Investigators. Responsible for maintaining a detailed overview of all Financial Investigations to ensure consistency, gaining optimum use of Proceeds of Crime legislation to maximise the opportunities for the recovery of criminal assets. Designated administrator to FISS, responsible for maintaining AFI accreditation portfolio to the NCA*Undertake work associated with income streams under the Asset Recovery Incentivisation Scheme (ARIS) including reporting and the distribution of funds to identified initiatives*Act as technical specialist to the Authority, particularly to the wider I&E team, on PSIA offending and evidence, investigatory options and prosecution process*Provide advice on legislation, policy, tactical options and evidential opportunities to assist the planning of investigations, operations and compliance initiatives*Contributing to the Authority corporately by evaluating legislational change and identifying regulatory opportunities; developing new strategies to support effective regulation, offering value for money to the regulated community and the wider public*Set and monitor performance standards for staff to ensure investigations are effective and commensurate to offending levels. Manage issues relating to performance and conduct in line with organisational values*Responsible for team staffing and for recording expenditure against investigatory charges budgets*Manage casework capacity through team/investigation structure and staffing changes. Manage, motivate and coach staff to ensure cohesive investigations through leadership, direction and guidance*Build effective internal and external relationships to support successful investigations, work collaboratively to achieve the aims of the organisation. . Undertake role as operational lead for control strategy themes as required*Oversee Health and Safety matters affecting staff or the public during investigations, implementing risk assessments in line with Authority policy. Consideration of wider threats to the Authority arising from investigations, for example financial or reputational implications*Develop productive partnerships with law enforcement agencies to tackle overall criminality within the private security industry, particularly in line with Governmental objectivesKnowledge, Skills and Experience*A good understanding of relevant UK legislation and criminal procedures, including CPIA, Fraud Act, PACE. Subject expert in relation to Private Security Industry Act (2001) and its application by the Authority. Understanding of differing requirements across legal jurisdictions. *Knowledge of disclosure investigatory methods and evidence presentation*Understanding of Proceeds of Crime Act and practical application to criminal offending*Multi jurisdictional knowledge across the UK; ability to identify different approaches to investigations based on legal requirements, political or procedural variances. *Confidently present evidence in the relevant courts clearly, cogently and convincingly irrespective of whether that evidence supports or undermines the Authoritys case*Experience of project management, demonstrating the ability to plan, prioritise, and achieve high quality results in the context of external and internal constraints such as budget, time or resources*Excellent decision making skills, ability to be decisive and maintain confidence. Ability to advise the most appropriate course of action, often to decision makers at a higher grade Ability to demonstrate fairness in reaching decisions*Ability to problem solve and guide colleagues. Anticipate issues, identify solutions and approach complications from a different direction. *Ability to process and analyse information and process guidance on the law and legal proceedings Required skills
