Job Description

Fnality UK Limited (Fnality UK) is the newest and first entity within the Fnality Global Payments ecosystem, the operator of a newly regulated payment system for the United Kingdom. Fnality UK operates on a Lean resourcing model. There are currently 6 employeesfor Fnality UK, which is supported by the wider organisation of around 80 people, so we need people to be flexible and happy to get involved in a variety of tasks.The CIO Role (Objectives of the Role):

  • Design and implementation of a clear technology, information security and operations strategy aligned to the establishment and subsequent growth of a new form of highly regulated payment system
  • Ensure that Fnality UK sets the technical and operational standards for the implementation and running of a recognised distributed blockchain based payment system; a first in the industry
  • Successful oversight of the technology and operations of the Fnality UK payment system on a day to day basis, enhancing its risk management and resiliency in line with the growing maturity of the business
  • Ensure that critical service providers are managed to strict service level agreements to meet obligations to Fnality UKs stakeholder and participant member requirements
Reporting lines (How role fits in the structure of the Org):
  • This role Reports into the CEO for Fnality UK and accountable to the Fnality UK Board
  • Line manages technical Operations team members
Core responsibilities of the role include:
  • Design and implement a technology and information security strategy for Fnality UK which includes leveraging deliverables from associated entity partners/providers; Fnality Services and Fnality International and other external critical service providers.
  • Lead and embed a healthy information security driven culture within the Fnality UK business driving a principle of continuous improvement working closely with the second line technology and risk team.
  • Assume first line ownership responsibilities for identified Fnality UK technology and information security risks; with direct C Suite level accountability to all stakeholders including participants, regulators, and governance structures for the overallmanagement of Fnality UK.
  • Lead the technology and operations team including influencing the external community of security experts across the Fnality group, to ensure consistency with the overall strategy and mission.
  • Define, manage and implement information security, cyber risk management and cyber governance frameworks and processes to pragmatically manage cyber risk
  • Own and drive the UK payment system technical roadmap to align it to the development and increasing maturity of the UK business, with a focus on enhanced operational resilience, improved automation across the business and supporting the necessary buildout of functionality as required by users of the payment system
  • Assume responsibility for the Capitalisation fix of information and cyber security capabilities across the Fnality UK business.
  • Design, drive and oversee new technology standards required of Fnality UK participants during and after the transition to a fully distributed model
  • Create the technology functionality pipeline in line with participant requirements and oversee its implementation (delivering through the Fnality group entities)
  • Oversee the Fnality UK Operations team; focused on managing operational escalations on a day-to-day basis.
  • Management of Fnality UK technology and operations team and budget within a lean and T shaped organisation
  • Oversee the relationship management of 3rd party providers critical to the running and development of the Fnality UK payment system including sourcing arrangements within the Fnality group
  • Working with the CEO and CRO to ensure compliance with all relevant regulations, directives and global standards related to operational and technology aspects impacting payment systems and new distributed architectures eg operational resilience, outsourcingetc
  • Aid in the development of industry standards for the application of blockchain technology in the payments space to ensure continued support from regulators and industry
Required knowledge, skills and abilities:
  • Experienced in creating technology strategies and implementing them both directly and through delivery partners
  • Extensive knowledge of the cyber security threat landscape, threat vectors and industry best practises to enable you to drive various policies, standards, and procedures to support the Fnality UK strategic Objectives.
  • Relevant knowledge of security measures to prevent external threats to enterprise systems, and minimise the risks and impacts of a security event on Fnality UK and all stakeholders
  • Experienced in making technical design decisions for a complex decentralised software product.
  • Awareness and understanding about the financial concepts and procedures that relate to Fnality, particularly within the wholesale payments landscape, FMIs and the potential use of DLT.
  • Experienced in the application and understanding of Agile development methodologies and empowering teams to deliver.
  • Experienced in applying solutions to cater for non-functional requirements including stability, manageability, scalability, capacity and performance
  • At least 10 years of experience making important architecture and design decisions on security deliverables.
  • CISSP and / or CISM certified
  • Experience or familiar in engaging delivery partners and vendors and managing them throughout the vendor lifecycle.
  • Excellent communication and collaboration skills; strong written and verbal communication skills, and ability to work as part of a global team
  • Promote an open and honest company culture at Fnality, encouraging servant leadership as best practice within the organisation
  • Ability to operate at C-Suite level when dealing with Boards, external participants or regulators
  • Ability to manage small teams of people and get the best delivery from them
  • Ability to simplify technical concepts and communicate them with clear, logical thinkingAbility to confront issues and challenge assumptions at the highes
