Assistant Chief Executive - Chief Digital OfficerLondon Borough of NewhamContract £751 p/dThe Chief Digital Officer will lead on the Councils future vision and direction for digital, data and technology, creating solid foundations in terms of infrastructure, systems and staff capability; while developing the use of innovative and emerging technologyto improve services. They will be responsible for ensuring both in-house and commissioned services are high-quality, well supported and provide value for money.Reporting directly to the Chief Executive, the Chief Digital Officer will be leading the Councils ambitious agenda and Corporate Plan through providing a high-quality, innovative digital, data and technology service, and providing executive level leadershipto Newham.As an Assistant Chief Executive, the Chief Digital Officer will report directly to the Chief Executive and provide key strategic support, including representing or deputising on behalf of the Chief Executive where required.The Chief Digital Officer will collaborate with the other Assistant Chief Executives (Chief Transformation Officer and Chief Marketing Officer) to lead a whole Council approach to ensuring that opportunities are maximised, systemic challenges are tackled andthe Council gets stuff done to deliver the best possible outcomes for the residents of Newham.The Chief Digital Officer will lead on developing the Councils vision for digital, data and technology; and be accountable for all aspects of delivery and improvement. This will range from the upgrading/replacement of legacy systems and complex system redesignthrough to using emerging and technology to innovate services. The remit of the Chief Digital Officer covers the delivery of Newham sparks and the role digital, data and technology can play in the wider economic development of Newham. The Chief Digital Officer will collaborate with colleagues across the Council includingCommunity Wealth Building and Lifelong Learning to increase opportunities for residents to build skills in digital, data and technology, and to establish Newham as a destination for the data economy.The post holder will participate in the Councils emergency arrangements as an on call member of the strategic or tactical response team at the appropriate levelKey Responsibilities:

• To work directly to the Chief Executive, providing responsibility and accountability for all aspects of digital, data and technology services within the council.
• To support the Chief Executive with key priorities, including representing the Chief Executive or deputising for the Chief Executive where appropriate.
• To work in collaboration with the Chief Transformation Officer and the Chief Marketing Officer to deliver a joined-up, corporate approach to change and delivering Council priorities.
• To work with the Mayor and Cabinet Portfolio holders to deliver on democratic mandates and ensure democratic scrutiny.
• To act as a member of the Corporate Management Team, taking shared responsibility for the overall running of the Council.
• To lead on the development of digital, data and technology strategies and the implementation of those strategies to deliver real change in the organisation.
• To lead a radical improvement journey for data, digital and technology functions in the Council, developing the organisational capabilities and services required to deliver excellent digital experiences for residents and staff.
• To develop external relationships across government and the private sector to leverage opportunities for Newham; leading key flagship initiatives such as Newham Sparks.
• To lead on the Councils use of new and emerging technology including smart infrastructure and AI; including the development of the Councils approach to data ethics and data for good.

Qualifications:

• Educated to degree level or equivalent level of work experience at a senior level in digital, data and/or technology.
• Evidence of continuing professional/management development.
• In-depth technical knowledge and expertise relating to digital, data and technology. Including approaches to technology stacks, information architecture and experience of leading technical teams.
• Significant experience of developing and executing digital, data and technology strategies.
• Knowledge of innovation and emerging technology, including harnessing data to achieve social change.
• Experience of building organisational capability, redesigning services and leading change across large service areas.
• Significant effective partnership working at a senior level both internally and externally.
