Job Description

Head of Allocations & LettingsDepartment -Economy Housing Management ServicesHybrid Role£71, 985An urgent opportunity has arisen for a Head of Allocations and Lettings reporting directly to the Assistant Director of Housing Management on joining this leading Local Council.About the Role:You will have overall strategic responsibility for leading, coaching, inspiring and motivating staff to deliver high quality allocations and lettings services, developing corporate policies and strategies for Allocations and Lettings services whilst ensuringthat the organisational goals, corporate vision, and statutory obligations are met at all times.You will manage, review, and develop the Scheme of Allocation to enable the Council to address acute housing need. Managing and monitoring Temporary Accommodation (TA), making best use of available supply of social housing, and enabling access to affordablehousing.Lead on strategic analysis and policy in allocations, voids, and lettings, using business intelligence and transformation to improve, monitor and review the voids process, setting and monitoring appropriate performance targets to deliver an efficient and streamlinedservice.Lead and develop the councils temporary accommodation management and strategy, managing expenditure, projecting supply and demand and making appropriate and timely arrangements for efficient and effective procurement of accommodation sourced from the privatesector and registered providers for TA use.You will be responsible for overall budget management for the Allocations and Lettings service, using business intelligence, benchmarking data to deliver transformation to services which are value for money. To monitor and analysis of statutory KPIs and LPIsand setting and monitoring appropriate performance targets to managers and staff to deliver an efficient and streamlined service.To carryout regular analysis and advising on the financial impact of Temporary Accommodation housing solutions, voids, and property procurement, delivering services within the budget envelop and producing periodic budget monitoring information.Responsibilities:To work with the Asst. Director and Senior Managers, advise and implementstrategic policy changes and act as lead officer on relevant legal issues related to the services in your area.Responsible for working closely with the Assistant Director, Housing Management to deliver continuous service improvement, transformation and innovation and identification of developmental opportunities.Good people management and leadership skills who is self-motivated to provide line management and strategic direction to managers directly managed and have responsibility for the services, carrying out annual appraisals, 1:1s, training and development needsand target setting in line with Corporate and Departmental procedures.To manage the overall workload, staffing, financial and other resources of the service to ensure the most effective use of resources consistent with Council policy and priorities and relevant legislation.To administer, by authority of the Council through the Scheme of Delegation, all functions, duties and powers under housing legislation and relevant caselaw, as they relate to allocations, voids and lettings.To critically analyse and report on performance in accordance with the Departmental Business Plan and develop procedures and strategies necessary to constrain budget risks within a volatile, demand led service.To have strategic responsibility for the development of the boroughs Allocations Plan and Scheme of Allocation, void process, TA strategy and property procurement functions through close monitoring of performance against targets, producing performance reportsand analysing trends to inform continued allocations and council policy, ensuring decant and regeneration needs are incorporatedTo have overall strategic management responsibility for the Allocations & Lettings Service to ensure the fair and efficient allocation of secure housing options and temporary accommodation in line with the councils allocations policy and statutory powers andduties relating to the assessment of housing need and allocation of accommodationTo have overall strategic responsibility for the development of Local Lettings Plans for all regeneration schemes in the borough ensuring effective partnership working with Regeneration colleagues.To work with the Assistant Director Housing Management and the Senior Management Team on strategic planning for the service to develop policy and promote best value.To work with strategic partners including the Councils Public-Sector Reform (PSR) department, Registered Providers, Adult & Children Services, sub-regional and other housing authorities to ensure integrated and effective delivery of Housing Options, nominationsand allocation services in the boroughTo maintain an expert knowledge of government proposals, directives, legal journals and law interpretation of these matters and have responsibility for developing policies and procedures as appropriate.Knowledge, Skills & Experience:" Good understanding of the key issues facing local government, the wider public sector and partners and of local, regional and national policy" Experience of working in a fast-paced housing management department" Degree educated or equivalent ( Ideally Housing related )" Ability to work across multiple teams and to deliver transformation and service improvement projects." Resident focus on delivering excellent allocations and lettings services face to face, telephone, email, and written correspondence." Experience of working with senior management team, councilors, executive directors, external stakeholders, and partnership organisations" Experience of developing and maintaining relationships with council departments and external voluntary community partners to deliver positive outcomes for residents" Effectively able to plan and prioritise workload and working to deadlines.
