Procurement Manager £49,515 Liverpool PermanentFull Time - 37 hours per weekThis is an exciting time to join Torus Group as we undertake a business transformation programme. There is a clear focus on procurement as a key enabler to deliver value for money and social value to both our colleagues and customers.We have an excellent opportunity for an experienced Procurement Manager to join the procurement team.The Procurement Manager will be required to lead large scale, complex procurement projects and work cross-functionally with stakeholders in various departments across the Group.The Procurement Manager will predominantly be responsible for projects within the developments category. This will include but not be limited to, the running of above-threshold tender exercises for new-build schemes and/or refurbishment works and managingTorus’ own in-house contractor and consultancy frameworks including the drafting of call-off agreements. Experience of construction contracts is therefore desirable but not essential.Responsible for identifying, developing, and implementing procurement strategies that support Torus’ business needs across a diverse portfolio of expenditure, ensuring that supply chain selection criteria align with the organisational values, vision, andgoals of Torus and that all procurements within the remit are subject to all relevant legislation and procedures.This is an important role in which you will:

• Operate commercially, identify, develop, and implement procurement strategies for key spend areas across the group in conjunction with senior stakeholders, operational managers and service users through business partnering principles.
• Support the development and implementation of procurement strategies to ensure that all goods, works, and services are procured to the appropriate quality, required service level and represent value for money.
• Draft and agree relevant contracts/ agreements with suppliers of goods, services and works, ensuring fit for purpose SLA’s and KPI’s are included.
• Develop relationships across the business and with external supply chain partners based on trust, integrity, and co-operation.

• Effectively engage and increase awareness of procurement and gain support for procurement initiatives.
• Work collaboratively within the Procurement and Finance team to support change plans and projects providing specialist input as required in line with corporate aims and objectives.
• Proactively plan and carry out regular supplier market testing and benchmarking.

To be successful in this role you will:

• Have full (or working towards) MCIPS or equivalent degree/ qualification
• Demonstrate experience at mid-senior level within a procurement function.
• Have procurement project management skills, including extensive stakeholder management experience.
• Demonstrate awareness of the UK Procurement Regulations and key UK procurement procedures.
• Have extensive experience of procurement processes e.g. outsourcing, use of frameworks and tendering.
• Possess problem solving and analytical skills. Analyse data logically and plan work using your own initiative.
• Be proficient at pre tendering activity such as research & market engagement.
• Have experience in the use of e-procurement systems and excellent MS Office skills.
