Leadingon immigration and passports, drugs policy, crime and fire policy, counterterrorism and work to ensure visible, responsive and accountable policing in the UK. Overview As DBS now has a body of work due to the implementation of the DBS Strategy and a 5-year Business Plan, we require a Commercial Project Manager to help support the delivery of the project, to mitigate risks with critical infrastructure and to handle all procurementaspects relating to the projects. Responsibilities Lead specified change projects to deliver the agreed outcomes within time, cost and quality constraints, including providing technical project management expertise. Day to day management of the project and the project team. Provided effective leadership and management controls. Implement effective project controls and governance processes in line with corporate requirements. Selecting appropriate delivery methodologies within organisational parameters. Manage effective transition between project phases. Translating the project vision into tangible delivery objectives for the project team. Support the delivery of relevant business cases to support investment decisions and achieve value for money and delivery of the agreed benefits and outcomes. Ensure benefits are identified, understood, measured, tracked and owned/benefits realisation strategyis in place, and monitor longer term delivery of benefits against the business case. Identify business requirements, defining and agreeing project scope and objectives and negotiating to resolve priority conflicts. Manage project performance and provide reporting and engage in governance and other mechanisms to hold the project to account. Identify and manage relationships with key stakeholders, both internal and external. This will require the Technical Project Manager (Project Professional) to engage with senior leadership, suppliers and programme and project teams. Ensure that effective change management processes are in place to agree and document changes to deliverables as agreed with stakeholders. Develop and maintain project plans and establish budgets, resource forecasts and skill needs and track and report the project against the project baseline. Assessing risks and issues, leading mitigation and response planning and escalation. Manage deliverables acceptance, assurance and ensure that contractual arrangements with external suppliers and service level agreements with internal suppliers are professionally coordinated and managed. Manage project quality gates and engage in assurance reviews and health check assessments. Essential Criteria 3+ years of experience in a technical project management role Bridge the gap between the technical and non-technical by speaking on behalf of technical teams and facilitate relationships with indirect stakeholders. Proven ability to undertake detailed analysis of technical designs and provide the business with assurance of supplier designs and proposals. Understand how governance works and what governance is required by taking responsibility for the assurance of parts of a service and know what risks need to be managed. Make decisions characterised by managed levels of risk and complexity and recommend decisions as risk and complexity increase. Resolve technical disputes between peers and indirect stakeholders, considering all views and opinions. Practical experience and a proven track record of successfully managing various projects/programmes of large and medium scale and complexity using both Waterfall and Agile project methodology in cloud-based environments. Have experience working with and managing key stakeholders, including external suppliers. Can deal with complexity across a multi-vendor environment, managing issues to resolution and making effective decisions. Apply strategy, using patterns, standards, policies, roadmaps and vision statements, challenging them and providing guidance. Desirable Criteria Experience across physical and cloud-based architectures. An understanding of Windows and UNIX/LINUX platforms. An understanding of server and desktop virtualization, Infrastructure as Code, Platform as a Service (PaaS) and Infrastructure as a Service (IaaS). Capable of leading VFM challenges of technical proposals and manage technical interdependencies with in a project / programme. 3+ years of experience in a technical project management role Be qualified to PRINCE2 Practitioner APM PMQ or certified with an equivalent project management qualification. Experience and technical understanding of the technologies involved A sound knowledge and application of architecture in a government or regulated environment. Understanding of ITIL. Understanding of software development life cycle. Experience of leading business case development, including feasibility assessment of new projects or change.
