Job Description

  • Pay rate up to £19.70, full time position of 37 hours a week
  • 4 months contract with potential of being extended
  • Main location:LE3
  • Office based
Our client is looking for somebody to manage key, high value (£3 to £10 million per annum) waste contracts, support the development of waste management services and to plan and implement operational service developments.Key Responsibilities
  • Manage key waste contracts, including Treatment, Recycling, Energy from Waste (EfW) and Landfill contracts.
  • Lead major service development and procurement exercises.
  • Prepare contract documentation, including contract specifications and invitations to tender, in accordance with EU legislation and County Council procedures.
  • Manage and monitor relevant waste budgets.
  • To deputise for the Team Manager as required.
  • To assist with the management of directly delivered services particularly haulage operations as required.
  • If necessary, manage a team, developing their skills and competencies to support changing priorities, and keeping the capabilities of the service current with business requirements.
  • Define requirements for business systems, data collection, reports, and information analysis to ensure control of the business area.
  • To participate in recruitment, induction, training and development programmes to help develop the service and ensure it has the skills it needs to deliver its forward programme.
  • To undertake Annual Performance Reviews (APR) and management of staff in accordance with the County Councils policy as necessary.
Skills & Experience required to be successful
  • Significant experience in the procurement and management of waste contracts (or contracts of a similar nature)
  • Budget management, forecasting and reporting for significant value budgets
  • Interpreting and writing technical and non-technical reports and providing technical advice to stakeholders, including to senior managers and elected members
  • Excellent communication and presentation skills including the ability to negotiate, shape and influence to achieve successful outcomes and to continue to build on the credibility of the Council and its services.
  • Ability to travel to locations across the County as required
