Job Description

  • The post holder will proactively lead a multi-disciplinary team with specific responsibility for the collection management and analysis of data to enable targeted improvement to effective evidence-based decision making on all aspects of property use andoccupation to assist the alignment of Property Resources to Strategic Objectives
  • The post holder will take a strategic role driving to ISO standard and provide advice, leadership, guidance and training to the wider property team on projects to support overall compliance with Councils property strategy including statutory obligationsand its Asset Management Plans.
  • Responsible for Capital and Revenue account management of all finance requirements for the Corporate Asset Investment Fund and other Property Assets ensuring data, analysis and reports are available to support decision making relating to property Assets.This includes budget monitoring and performance management
  • Ensure through the Asset Management System, CAD, GIS and other software; that asset management information is accurate, timely, reliable and accessible and produced to a consistently high standard and quality
...Main Duties & Responsibilities:
  • Provide leadership and take ownership for the oversight and co-ordination of information gathering management and analysis of data supporting all areas of Property Services, Projects, Commissions and performance management.
  • Management of the Property Asset Management Software systems including developing new data sets with an analytical focus to enable interrogation andreporting. Actively seek innovation and improvements to the PAMS systems and processes to provide high qualitydata to enhance asset management data. whilst ensuring the systems stay flexible to adapt to change
  • Drive and co-ordinate the on-going development of PAMS systems in line with the SPS strategic and operational needs and the Suppliers development roadmap to ensure that LCC leverage the maximum opportunities available from both K2 and other systems usedin the department.
  • Assist with the overarching objectives for Strategic Property Services as set out in the Corporate Asset Management Plan and Corporate Asset Investment Fund Strategy
  • Lead on business improvement across all areas of property services to enhance the efficiency and effectiveness of strategic property and its data.
  • Oversee the management updating of the records system for the Councils Land and Property holdings
  • Drive excellence through all property data management processes
  • Ensure the team have a good understanding of construction estates management and law relating to property, property asset management and data management functions.
  • Responsible for overseeing all Health and Safety requirements for Strategic Property Services are met
  • Support the WorkPlace Strategy to maximise the effective use and Value For Money of all office accommodation required for the delivery of LCC services.
  • Work proactively and constructively to build relationships with other service areas e.g. finance to ensure that best practice and process improvement is achieved
Skills & Requirements:Qualifications:
  • A Degree or equivalent level qualification in a relevant field eg Quantative and analytical skills in Information Management or Land Management
OR
  • Substantial experience at a high level in managing data collection, management analysis and reporting to support strategic and operational asset management.
Experience:
  • Enthusiastically and proactively Managing and leading a high-performance team
  • Operation and management of Property Asset Management software systems and their application to effective property asset management (or similar)
  • Procuring software and management of or involvement in development, implementation and utilisation or IT systems relating to the field of asset/property management.
  • Experience of working with others to define requirements for service improvement and identify improvements or changes required to support the business development
  • Budgeting and account management relating to property transactions/leases rating etc. and an understanding of service charges and debt management.
Knowledge:
  • A high level of understanding of property asset management and its use for effective and efficient property management at a strategic and operational level
  • A high level of understanding in the areas of CAD and GIS systems, use operation and management
  • Manages time effectively to ensure tasks are completed and deadlines are met.
  • Demonstrates a flexible approach to meet changing demands.
  • Prepares forecasts and plans for future expenditure.
  • Ensures customer service standards are maintained at all times
  • Ensures up to date information on budget position is available.

  • This is a full-time post. However, applications from those wishing to work on a job share basis will be considered.
