Job Description

Your new roleAs a Safety, Engineering and Standards Project Technical Manager, you will be part of the Technical Partner team to drive improvements in the effectiveness and efficiency of technical assurance on the project you support. You will act as a single focal pointfor Safety, Engineering and Standards (SES) specialists and project delivery teams, managing the effective application of specialist support. By bridging the gap between delivery and policy parts of the business, you will help ensure the right things are doneat the right time and consequently will play a key role in meeting National Highways challenges of the years ahead. You will provide early challenge to the delivery team, influencing the direction of thinking based on SES policies or priorities.You will work within Regional Investment Programme North, specifically on the nationally significant A66 Northern Trans-Pennine Project in Cumbria, County Durham and North Yorkshire. You will work with the project team providing support and advice on technicalassurance and co-ordinating technical specialists to ensure that the organisation is fulfilling its duties.You will be based in Darlington, Penrith, Leeds or Manchester. The role will involve travel across the North of England.What youll be leading on

  • Understanding how the forward programme for the project translates into requirements for technical assurance to enable effective planning of resources and helping to ensure sufficient resource is available
  • Coordinating the delivery of services from technical specialists to the delivery team, facilitating decision-making and ensuring that appropriate high quality solutions are derived
  • Building and maintaining a strong, proactive relationship with the delivery team and building their needs into SES activities, acting as a single point of contact
  • Developing relationships with key SES teams, and acting as the escalation point for the relevant business areas
  • Act as an agent of change to embed new ways of working, championing the SES operating model, and sharing good practice
  • Act as a role model for health, safety and wellbeing matters; reporting unsafe conditions and near miss incidents. There is a separate Health & Safety specific business partner on the scheme.
To be successful
  • Technical background, with a broad understanding of technical inputs, requirements and processes for various disciplines on highways projects. The SES Project Technical Manager is not expected to take technical or commercial decisions themselves or providedetailed technical input.
  • Appropriate professional qualification, or working towards, with knowledge of one or more technical disciplines, and experience of development or delivery of policy.
  • Experience of the technical approval processes on major schemes and providing specialist advice in a technical discipline.
  • Experience of managing stakeholder relationships to achieve desired outcomes, including working with multiple suppliers, and strong planning and coordination skills.
  • Experience of communicating and influencing effectively at different organisational levels (including Senior Managers) and across different disciplines.
  • A broad knowledge and understanding of the application of standards, policies and principles used in construction, including Design Manual for Roads and Bridges (DMRB) and Manual Contract Documents for Highway Works (MCHW).
