Job Description

Non-compliance assistant37 hours a week (20 hours for training in week 1)Contract: 18 May 2021 to 9 July 2021 plus holidaySalary dependent on locationBand 1 - £14.61Band 2 - £12.64Band 3 - £11.22Monday to Friday: between 9am and 8pmSaturday, Sunday & Bank Holidays: you will need to be flexible regarding working hours and additional hours.Engaged listeners make the censusThe census is a survey of the entire population of England and Wales that happens every 10 years. It’s run by the Office for National Statistics (ONS) and gives us a picture of all the people and households in England and Wales.The information we collect is used to make decisions that affect everyone – things like how many schools, surgeries and hospitals we need.By law, every household must complete a census survey. We’re now hiring people to accompany our non-compliance officers and investigate census refusals.The roleAre you confident in challenging situations Do you want to use these skills to maximise census compliance In this important temporary role, you will visit households who have refused to complete a census questionnaire and encourage them to comply.You will work in a pair, alongside a non-compliance officer, knocking on doors and engaging with a diverse range of people. If the household continues to refuse to complete a questionnaire, the officer will conduct a formal ‘interview under caution’. At this stage, your job will be to accurately record this interview.Occasionally, there may be challenging situations and people might become confrontational. Together with the non-compliance officer, you will need to manage these effectively.You will work alongside the non-compliance officer at all times, planning and travelling to required addresses together throughout the day.The locations will vary, but they will be spread over a large geographical area. You will be supported by, and report to, a non-compliance field manager. Because of the wide area you will be covering, you will keep in contact via a provided mobile phone, using GSuite or Microsoft Teams. Please note: You may be required to attend court as a witness and provide evidence after the employment period. Expenses for this will be covered.About youThis role involves documenting interviews and completing witness statements accurately and clearly, so you will need excellent written and spoken English skills.You must be resilient and confident with members of the public who might become confrontational.An understanding of the Police and Criminal Evidence Act 1984 (PACE) is desirable but not essential as you will be given relevant training. You will need space to securely store supplies. You will also need a current, full UK driving licence and use of a motor car insured for business use. Occasional overnight stays may be required.
