Job Description

Responsible formanaging IT procurement activities and contracts within the organisation and ensuring compliance with PCR2015Client DetailsMichael Page is proud to be supporting a unique Central Government organisation in central Leeds who are responsible for driving investment in sustainable projects across the North of England.DescriptionThe Procurement & Contracts Manager will be responsible for:

  • Manage the procurement process from start to finish, including identifying requirements, preparing tender documents, evaluating bids and negotiating contracts.
  • Develop and implement procurement approaches that deliver value for money, quality and social value
  • Ensure compliance with the Public Contracts Regulations 2015 and other relevant legislation, policies and procedures in order to reduce the risk of procurement challenges
  • Liaise with stakeholders across the organisation to identify procurement needs and ensure they are met in a timely and efficient manner through effective management of the pipeline of procurement activity and understanding of the most appropriate procurementapproach
  • Support the business with drafting the procurement aspects of the Outline and Final Business Cases in order to ensure that all procurement options are considered
  • Establish and maintain strong relationships with suppliers to ensure delivery of high-quality goods and services that meet the business needs and ensure that any performance issues are dealt with effectively
  • Identify opportunities to improve procurement processes and implement continuous improvement initiatives, make recommendations and support with their implementation
ProfileThe successful IT Procurement and Contracts Manager will:
  • Ideally MCIPS Qualified but not essential
  • Possess significant knowledge of Public Contract Regulations and Public Sector Frameworks, notably CCS and G Cloud
  • Have worked in a large Central Government Commercial Function in the past ideally
  • Have experience working at pace
  • Be able to liaise with and manage relationships with an array of both internal and external stakeholders
  • Exposure to working in Financial Services will be beneficial
Job OfferOn offer for the successful IT Procurement and Contracts Manager:
  • Up to £57500 basic salary
  • A discretionary bonus of 2 months base salary (16%) if organisation meets its target
  • 10% employer contribution, increasing to 15% if the employee contributes 5% (20% in total).
  • A flexible allowance of 10% of salary (up to a ceiling of 15K) to choose extra benefits or take as cash
