Job Description

Your new roleHighways England have an ambitious plan to ensure that all those who work with us return home, safe and well every day.As a Health and Safety Manager you will ensure the implementation of health safety and wellbeing strategies and plans in project and programme development and delivery. You will add value through positive intervention, challenging behaviour, influencingdecision-making and encouraging innovation.You will work within Regional Investment Programme North, specifically on the nationally significant A66 Northern Trans-Pennine Project in Cumbria, County Durham and North Yorkshire. You will work with the project team providing leadership, support, adviceand assurance on health and safety issues to ensure that as both employer and client the organisation is fulfilling its duties and continuing to develop a positive health and safety culture. You will be a key client interface with a large supply chain community.You will be based in Darlington, Penrith, Leeds or Manchester. The role will involve travel across the North of England and you will need to have a full clean driving licence to be considered for this position and during employment.What youll be leading on

  1. Support implementation of business strategy and requirements in line with our health and safety plan.
  2. Develop and manage relevant health and safety plans and initiatives to engage colleagues and ensure a consistent approach across the programme.
  3. Undertake health and safety assurance activities in the pre-construction and construction phases of project delivery, including; design for safety reviews, site inspections, incident review.
  4. Monitor and review health and safety performance and provide feedback delivery directors and other colleagues in the business area that bring insight, to shape business strategy and decision-making.
  5. Support, advise and influence regional or programme colleagues on health and safety matters affecting safe delivery of projects.
  6. Engage colleagues as champions of health, safety and wellbeing.
  7. Assure that Major Projects discharge their legal duties as both a client and an employer.
  8. Undertake internal audit ensuring Major Projects delivery teams are compliant with the organisational standards and procedures.
  9. Support the development and implementation of a health, safety and well-being strategy that aligns with the Home, Safe and Well organisational approach.
  10. Provide advice on hazards, risks and controls for ensuring road worker and road user safety.
  11. Engage and collaborate with design and delivery partners to understand and promote innovative solutions to eliminating, reducing and controlling key project risks.
  12. Ensure objective involvement in incident investigation review, challenging findings where required and share learning with the wider supply chain.
  13. Identify trends from assurance activities including areas of concern and success. Then share those findings with stakeholders to influence focus and improvement.
  14. Work with the National Health, Safety and Wellbeing Team (NHSWT) to develop, improve and implement the Health, Safety and Wellbeing Management System including standards, processes and procedures.
To be successful youll need
  • Degree or NEBOSH Diploma in Health and Safety (or equivalent) and membership of (or actively working towards) a recognised engineering or safety professional body, e.g. CMIOSH.
  • Demonstrable experience of working with Client organisations or similar in developing supply chain strategies.
  • Demonstrable experience in CDM 2015 managing assurance of health and safety in design and construction, preferably working for a major infrastructure asset owner or developer
  • Experience of working with designers and contractors, ensuring that both design risk management and the principles of prevention are considered during the pre-construction phase. (Essential)
  • Applied experience of delivery of client responsibilities.
  • Ability to understand and analyse complex information and present it simply and accurately
  • Experience of undertaking and reporting on audit and assurance activities
