The Commercial Contract Lead is a new position in the business to own the CIVILS portfolio of 3rd Party Sub Contract and Contractor services. This is a Hybrid role with a 50/50 split office to home. Based from Leeds, the client offices share space withthe core suppliers in the programme.The Commercial Contract Lead is responsible for managing a team of 6 commercial professionals; as commercial specialists and quantity surveyors and commercial assistants. Its key to the success in this role that you have Quantity Surveying background and havecore competency on contract management with NEC3 NEC4 Engineering and Construction Contract experience. This is an exciting programme and forms a key element of Governments infrastructure strategy. In order to deliver these places, the team make use of a number of frameworks and contract forms including NEC3, NEC4 and PPC2000. Typical contract values range from£1m-£300m. The team is supported by a range of professional service providers. You will develop and maintain positive relationships with all relevant stakeholders and encourage collaborative relationships as appropriate. Your professional expertise and judgement will be relied upon and valued by senior colleagues.Key responsibilities: Successful candidates can expect to work across an exciting portfolio of sites and construction contracts. There are both pre and post-contract roles available, each posing its unique set of commercial challenges and opportunities. Training/support Commercial ResponsibilitiesPost-contract award administration of a range of construction and professional service contracts, including developing and managing variations/change control and other contract mechanismsSupport Asset Management Plan and where within experience provide commercial advice and support to relevant Stakeholders in developing procurement strategyAnalysis and Issue resolution - make effective decisions and risk mitigation, escalating to Senior Commercial Manager where necessary. Drive continuous improvement of processes Management of procurement process for Projects that deliver value for money solutionsPreparing tender documents; including the development of payment, performance, incentive mechanismsTender period managementTender evaluation and price analysisDevelopment of award recommendations and management of governanceSupport negotiations with suppliers to vary or change contracts, obtaining and managing input for operational colleagues and others as directedComply with all Departmental controls relating to commercial practice and otherwise, including strict adherence to their delegated authorities, governance, legislation and policy as appropriateSupport the operational project sponsors to deliver and maintain their procurement pipelineUse electronic sourcing and management systems appropriately to ensure all commercial decisions are evidencedLeading conflict and issue resolution with suppliers and stakeholders, seeking support from the Senior Commercial Manager where appropriateManaging sensitive information in a confidential mannerCollaborationExperience: A proven track record working in the infrastructure/construction or property environmentRelevant contract, sourcing and commercial management experience with a solid understanding of procurement and/or contract management processesThe ability to successfully influence senior internal and external stakeholdersExcellent communication skillsDemonstrable success working as both part of a team and independently (remote-working)Use of NEC3/NEC4 or PPC2000 forms of contractContractor or Client-side experienceExperience working with projects of a similar scale and complexity Life cycle experience; pre-contract strategy, managing procurement, post-contract experience (if possible)Qualifications: Member of the relevant professional body, e.g. RICS, CIBSE, BIFM, CIPS, IACCM;Relevant degree, such as in surveying, engineering, law, finance or MBA;Relevant industry experience.
