Job Description

About UK Infrastructure BankWe are the new, government-owned policy bank - launched in June 2021 - providing £22bn of infrastructure finance and partnering with the private sector and local government to finance a green industrial revolution and drive growth across the United Kingdom.We are looking for skilled and results oriented individuals who are motivated to help us build the UKIB into an industry-leading institution.Job PurposeThe Chief Information Officer (CIO) performs a critical role in providing vision and strategic leadership to enable the development, maintenance, and enhancement of UKIBs Information and technology-based enterprise functions and ensuring that UKIB is awareof and able to maximise the benefit of technological developments. Reporting to the Chief Operating Officer (COO), the CIO has responsibility for management and leadership of core Banking and Lending Technology, IT Security and Compliance, IT Business Continuity, Online Services, Corporate Information and Computer Operations& Support to ensure delivery of information services functions in line with the Banks strategic direction.A pivotal function of the role involves the identification and application of technology to deliver strategic advantage for the organisation, improve cost effectiveness and service quality, achieved through strong leadership, effective collaboration acrossthe organisation and people management skills.Core Responsibilities:

  • Define, develop, and maintain the IT strategy, architecture, development roadmap and deployment plan for the Banks technology estate that supports the UKIB strategy.
  • Define, develop and maintain the operating model for the IT function throughout build the bank and steady state, including inhouse and outsourcing options.
  • Define within the operating model the standards of governance and accountability for information, security and technology services appropriate for a financial services organisation.
  • Prioritise technology start up and on-going change investment, and deliver to time, quality and budget using Agile and DevSecOps methods.
  • Ensure rigour in commercial planning and decision-making by adhering to the Banks business plan, business case and committee approvals processes for technology spend.
  • Ensure tight control of IT function, IT operations and technology deployment costs through close working relationship with Finance and via appropriate governance forums.
  • Provide reliable, stable, secure and responsive information and technology services that meet the needs and risk acceptance profile of UKIB.
  • Own the technology and systems dimension within the Banks wider operational resilience framework, including BC/DR plans.
  • Effectively horizon scan for technological developments that may be effectively applied within the context of UKIBs operating model and for potential technological threats.
  • Lead the IT function, providing exceptional leadership, mentoring and support to the team, creating a values driven, high performing environment that attracts, engages and retains skilled talent.
  • Establish strong linkages across the organisation ensuring close collaboration across the first, second and third line and building strong networks within the organisation.
  • Represent UKIB externally through forums and industry bodies on a range of information services matters and develop and maintain effective networks with suppliers, partners, industry colleagues, regulators and internal and external auditors
Key Experience, Knowledge & Skills:Essential
  • A strong technology and digital background with a proven track record in embedding clear strategic frameworks that drives value for money business outcomes.
  • A deep understanding of developments in technology and digital for finance across both traditional and fintech organisations.
  • Qualification in a technology related discipline, Computer Science, IT, or similar and/or extensive equivalent experience.
  • Demonstrated extensive experience and a record of achievement as an executive, leading high impactdigital and technology transformations.
  • Strong analytical skills and an excellent aptitude for developing innovative solutions to complex problems.
  • Excellent organisational, communication and interpersonal abilities and the ability to build and maintain relationships with internal and external stakeholders.
  • Demonstrated ability to lead and motivate high performing technical teams to deliver key business outcomes, whilst working collaboratively with the executive management team to unite the business behind a shared vision.
  • A track record in leading outcome based and customer centric digital and information technology change and renewal.
  • Ability to propose, develop and implement effective strategies in pursuit of agreed goals and to make clear, informed, appropriate and timely decisions.
Desirable
  • Previous experience within Financial Services and/or the Public Sector.
  • Previous experience of launching and delivering an I.T function and systems architecture within a scale-up organisation
  • Experience of public sector procurement rules and regulations
