Job Description

An exciting opportunity has arisen within our Transport Development Planning Team at Surrey County Council. As Senior Transport Development Planning Officer you will be an experienced member of the team responsible formentoring colleagues and contributing to the sustainable development of the County through the provision of timely and appropriate transport impact and infrastructure advice to local planning authorities and associated stake holders in a diverse and varied region.You will be joining the County at a particularly exciting time, leading on medium to large scale development projects from the planning application stages through to delivery, whilst helping to train and mentor junior colleagues.About the roleYour primary responsibilities will include assessing and providing advice on small, medium and large scale pre-planning and planning application consultations for new development proposals. The role will also include work on the drafting and coordination of Section 38 and Section 278 agreements relating to major development proposals to deliver planning related highways schemes. You will assess the impact of development on the highway and transport network throughout Surrey ensuring that development is compatible with the network, as well as securing and negotiating any mitigation measures that might be necessary.You will have specific regard to promoting sustainable development, maintaining and improving road safety, minimising traffic generation and maximising modal split within the framework of transportation and land use planning policy and guidance.Personal development and progression play a big part in the ethos of the Transport Development Planning Team and Surrey County Council as a whole. You will be part of a large, enthusiastic team who will support your continued development, whilst you will also be expected to manage and provide support to junior staff members.This role would suit an enthusiastic and motivated individual with excellent experience of working in a transport planning role and a good knowledge of the UK Town Planning system. Good knowledge of transport planning and road adoption processes under the Highways Act 1980 is also required.About youYou will be expected to have good written and verbal communication skills and be enthusiastic about the planning and delivery of high-quality development. You will have good problem-solving skills to contribute innovative solutions to a wide range of challenging issues. You will be able to engage with a number of stakeholders, including Borough Council colleagues and elected Members and negotiate with developers to deliver improvements to development schemes. You will require a full UK driving license and be willing to travel regularly within the county for site visits and meetings.To be shortlisted for an interview for this position, your application and supporting statement will clearly evidence:

  • Relevant degree e.g. Planning, Transport Planning, Geography or Engineering, OR significant relevant experience in transport development planning.
  • Full UK driving licence.
  • Able to communicate effectively and maintain relationships with stake holders.
  • Demonstrate drive, commitment, enthusiasm and be able to work under pressure and prioritise work.
  • Expertise of the town planning system, planning policy and relevant technical guidance such as Manual for Streets and DMRB
  • Knowledge and experience of Transport Assessments including an understanding of inputs and Trip Generation and the outputs of transport models such as PICADY, ARCADY and LINSIG.
  • Knowledge and experience of planning and highway agreements (S.106, S.278 and S.38).
