Job Description

Band 7 Estates Lead Engineer (Electrical & Mechanical)The post holder will be professionally accountable for the Trust’s estates maintenance service and will lead and develop the cross functional maintenance team in delivering a fit for purpose, customer focused service and provide robust assurance and audit arrangements to demonstrate compliance to relevant standards and legal compliance.The post holder will develop clear standards and a consistent approach to managing and operating the facilities. This will include environmental maintenance and front of house’ services that play such an important part in first impressions. The aim will be to create a friendly, courteous and helpful approach to patients by all staff, regardless of their position or role in the organisation.Location: New MaldenTemporary: Expected to last 3 months with possible extensionHours per week: 37.5 hours per weekSalary: £28 (Umbrella) or £24 per hour (PAYE)Qualification

  • Incorporated-level Engineer or equivalent Professional membership of a relevant professional body - Mechanical & Electrical Engineers Institutes (IMechE, CIBSE), IHEEM or the Institute of marine engineers
  • HND M&E Engineering or Building Services or equivalent experience
  • Experience and Skills
  • Minimum 5 years operational experience at management level to include management of a directly employed labour force and Estates/Engineering/Building Contracts.
  • perience of report writing and commissioning technical reviews and interpreting data.
  • At least 2 years’ experience of managing budgets and delivery of financial plans.
  • A minimum of 2 years’ Experience in Building Services Maintenance at a supervisory or managerial level.
  • The ability to interpret statistics and complex data.
  • A good understanding of the Health and Safety at Work Act and legislation affecting Estates and Buildings
  • A good understanding of Healthcare infrastructure and the role buildings and environment play in the patient experience
  • KEY RESPONSIBILITIES/OUTCOMES: Managerial
  • Responsible for managing budgetary allocation in terms of maintenance, ensuring it is effectively committed and not exceeded.
  • Responsible for the budgetary control of Staff Labour, Materials, Contracts, with the grades revenue signatory delegation as per Trust Standing Financial Instructions.
  • Is responsible for the effective management and efficiency (productivity) of labour, service energy control, efficiency and use to ensure operational aspects of the Hospital always function safely, in a technically sound/cost effective way.
  • Will be responsible for the overall running of a number of capital projects for plant replacement and infrastructure upgrade/building maintenance reduction
  • Responsible for the development and implementation of all Estates procurement policies
  • Line management and supervision of technical staff and conducts annual appraisals for all staff in the team.
  • Ensures that all training is provided for staff under his/her management area.
  • Administrative
  • Responsible for the preparation and issue of tender specifications for annual service contracts relating to external specialist maintenance services.
  • Responsible for the operation of specialist maintenance contracts as may be in force.
  • Responsible for the preparation of regular reports, including facts and recommendations, to the Head of Estates on plant status, energy efficiency, emergency situations, personnel issues, services failure, labour performance, accidents, progress on specific schemes, financial matters and any other items/subjects that may be required.
  • Present information on multi-stranded projects to senior managers.
  • Liaises with and supports the Projects Team as required in connection with technical information, standardisation of equipment and parts regarding compatibility with the existing hospital services and equipment.
  • Technical
  • Responsible for the safe, effective and efficient operation of major health technical plant, including piped medical gasses, sterilizers, endoscope washers etc.
  • May be required to Act as an Authorised person, with regard to Low Voltage, Medical Gases, Pressure Systems, Sterile Systems and other associated safe systems of work. (TBC)
  • Responsible for the implementation of Legionella control, and awareness. Management of risk assessments and remedial actions.
  • To have responsibility for PATS and associated Electrical at Work Regulations requirements. Ensure all test results; records and the programme are up to date.
  • To have specific responsibility for the management of maintenance and testing of Sterilizers, Washer Disinfectors and associated equipment. Ensure log books are correctly filled in and up to date.
  • Will act as site technical specialist on a day to day basis and on all capital schemes relating to mechanical, electrical and controls engineering infrastructure, guided only by building codes, health and safety legislation and health technical memorandums.
  • Is fully conversant with computerised building management systems, and plant reactive and planned maintenance systems.
  • Is fully conversant with computerised maintenance management systems, the management of M&E assets and the implementation of electronic PPM management.
  • Responsible for the implementation of working practises to ensure that the achievement of safe and efficient operation and maintenance of engineering plant and services.
