Job Description

Data, Evidence and Insight LeadLocation: Hybrid Working between Home and Huntingdon based officeSalary: £55,895 - £58,082 per annumAn exciting opportunity has arisen at the Cambridgeshire and Peterborough Combined Authority.The Authority was established in March 2017 as a result of powers being devolved to it by Central Government most particularly in regard to securing major developments and improvements in respect of Transport, Housing, Education and Skills across the regionwith a vision to make Cambridgeshire and Peterborough the leading place in the world to learn, live and work.The RoleReporting to the Head of Policy, the Data, Evidence and Insight Lead will be responsible for ensuring that the Combined Authority effectively evaluates the outcomes of delivery projects as well as providing analysis for the development of corporate and otherstrategies.As the Combined Authoritys lead on evaluation, you will work with project managers across the Authoritys teams, covering transport and infrastructure, skills, and environment. You will be ambitious in identifying the strategic questions evaluations shouldaddress and develop and deliver an evaluation programme. You will have a key role in ensuring that the Combined Authority meets the evaluation requirements of the five-year gateway process with the Dept for Levelling-Up, Housing and Communities (DLUHC).Together with the analyst post you manage you will also be responsible for commissioning or undertaking high-quality analysis for the development of corporate strategy as well as specific strategic plans. The post holder will support commissioning and developingimprovements in data sources and can expect to be regularly working with partner organisations to improve data and information available for analysis and evaluation.Qualifications

  • Bachelors degree (BA / BSc) - Essential
  • Bachelors degree (BA / BSc) in a relevant subject such as Human Geography, Public Policy, Land and Movement Planning or related disciplines. Alternatively, a degree subject with significant analysis or statistical elements of study - Desirable
  • Evidence of Post Graduate Study / Qualification a relevant subject such as Human Geography, Public Policy, Land and Movement Planning or related disciplines - Desirable
Knowledge and Skills
  • A high level of proficiency in the use of Information Technology for analysis for example using MS Excel (or similar) Power BI (or similar) and statistical packages such as SPSS (or similar) - Essential
  • Significant knowledge of project evaluation, including methodology, processes and assessment of outcomes against policy intent - Essential
  • Detailed practical knowledge of analysis with a good level of numeracy including knowledge of statistical analysis - Essential
  • Knowledge of national (e.g. Office of National Statistics) and local datasets of relevance to policy development for the CPCA including economic, demographic, housing, transport and travel, skills and other datasets - Essential
Experience
  • Significant experience of carrying out project evaluation. Including leading on the evaluation of projects or programmes including the designing and implementing of evaluation, practical work to gather data and evidence and experience of presenting resultsat a senior level - Essential
  • Strong track record of carrying out analysis or performance management in a policy / public sector / local government context - Essential
  • Significant experience of preparing reports and presentations of analysis or research for a variety of audiences including at board level / senior political level - Essential
  • Strong evidence of communication skills including experience of report writing, data visualisation and giving presentations - Essential
  • Experience of managing and collaborating on projects, of which analysis forms a part, across and within own organisation and across other agencies - Essential
  • Experience of commissioning and managing consultants to carryout analysis or evaluation work. Including designing tenders, appointment, and management of work and outputs - Essential
  • Experience of managing others to carry out analytical work - Essential
