Job Description

Reed Talent Solutions are working with a Council on the search for a temporary Rail Project Manager. This is primarly to support with an ongoing bid.Have you ever considered the stories behind the journeys on our transport network each day; and how a future network can unleash the potential of a region and its people Were looking for someone able to support the development of the districtsfuture strategy for Rail.To work in partnership with the West Yorkshire Combined Authority, using where necessary consultants, local, government and industry stakeholders to prepare reports and studies that examine the technical feasibility, the potential passenger demand, and thebusiness case for investing in rail in Kirklees.To project manage on behalf of the Council, the local authoritys input into relevant bids to improve the local rail network.Key responsibilities:

  • Engage in the public and stakeholder consultation for rail policy where it impacts on Kirklees Residents and feedback suggestions or responses to the Councils political leaders, senior Leadership Team and the West Yorkshire Combined Authority
  • Lead on the procurement of studies / business case developments and subsequent stakeholder engagement / approvals to take favourable schemes forward to the next stage
  • Undertake day to day management (including budget control) and liaison tasks in order that the consultants engaged to perform studies can work efficiently and effectively, within agreed timescales
  • Work closely with scheme partners to ensure the studies being undertaken are well understood by all stakeholders and delivery partners, and that their respective roles and responsibilities are understood in respect of the studies and any subsequent schemesto be delivered. These discussions will be conducted with sensitivity, professionalism, and persuasiveness at all times
  • Prepare reports and briefings to ensure that key officers are kept updated on the programmes progress and key findings
  • Ensure that all business cases for investment are prepared in line with Governments Transport Appraisal Guidance and the regions Transport Assurance Framework as appropriate
  • Attend regular progress meetings with individual stakeholders and with region-wide groups and prepare minutes of those meetings
  • Prepare draft reports for internal decision makers regarding the passage of schemes through relevant design and funding gateways
  • Prepare progress reports for the programme, tailored to various audiences
  • Undertake these requirements strictly within the timescales and deadlines set by and agreed with the Head of Service
Person specification:
  • Appreciation of the local rail industry structures and key stakeholders at central, sub-national, regional, and local Government levels
  • Appreciation of the interface between major rail upgrade projects and the duties and functions executed by a local authority
  • Demonstrable knowledge of dealing with large scale bids for, ideally for transport proposals, or similar relevant experience
  • Exemplary report and document writing and reviewing skills
  • Budget monitoring and planning skills
  • Demonstrable experience of working in a collaborative team environment
  • A customer centric mind set- ability to see the benefits of investment for the residents of Kirklees
Role information:
  • Duration - end 01/06/2022 possibility for extension
  • Pay rate - £35 per hour
  • Shift - Monday to Friday
  • Location - HD1
