Job Description

A principal engineer with substantial highway design experience to udertake a project which involves remediation to underlying failed enbankment, highway drainage, culverts and reconstruction of the road and supporting infrastructure. Whilst the pay rate is currently set at minimum level for a principal engineer, the recruiter is authorised to negotiate the MATRIX rate. The pay rate will be determined as part of the recruitment process and depends on the suitability of the candidates to fulfil the role.principal engineerContext sheet - Planned Maintenance Design (Sept 2020)The enclosed job description is generic to cover all principal engineers employed by the highways service. The principal engineer role in the highways planned maintenance team will include but is not limited to:

  • Your role will be as a Principal Engineer working in the Planned Maintenance team designing and delivering highway maintenance schemes
  • You will be based at Flint St, Fartown, Huddersfield (HD1 6LG), although in the currently officers are working from home and only attending the office/visiting sites as needed due to the COVID restrictions in place.
  • You will work alongside other Principal Engineers and together you will manage and mentor/supervise Senior Engineers and Engineers in the course of your work.
  • You will have proven experience of working alongside both internal teams and outside contractors to ensure complaint scheme delivery to time and to budget.
  • You will have proven experience of design, delivering and programming of planned maintenance schemes including surfacing/reconstruction and patching schemes, drainage and slope stabilisation, footway reconstruction, in line with the Councils asset management requirements.
  • You will need to be able to fulfil the role of duty holders in the Construction (Design and Management) Regulations 2015, in particular, Designer and Principle Designer
  • You will need to demonstrate in depth experience, knowledge and a practical approach to delivering a wide range of highway projects acknowledging the requirements of our customers.
  • You will be experienced in dealing with a wide range of audiences, from contractors to members of the public and local Councillors and also understand the need for effective and efficient communication, both written and verbal.
  • You will be able to respond, and guide others in responding to Requests from our customers and Ward Councillors in a honest, polite, professional, efficient, resourceful and prompt manner.
  • You will have well developed emotional intelligence, demonstrable care for the wellbeing of other.
  • Person Checklist :
  • Hold a Degree or Master in Civil Engineering or related discipline or proven ability to work at that level.
  • In-depth knowledge and experience to prepare and organize all stages of scheme construction, including demonstrating clear understanding and application Health and Safety related practices including CDM, safety & risk management. IEE Regs and BS7671.
  • Have the competence to use IT systems including, Microsoft Office suite, GIS based mapping systems, and an understanding of AutoCAD.
  • Ability to work on your own initiative, using your engineering judgment and decision making skills, including demonstrating excellent communication skills, both written and oral.
  • Experience of managing staff including, performance, absence and other Human Resources related issues.
  • Demonstrate flexibility in undertaking duties, including the requirements for seasonal working hours, evenings and nights where appropriate.
  • Work well leading and as part of a team, and demonstrate a customer focused approach and have excellent relationship management skills.
  • Take responsibility and accountability for the delivery of projects and outputs of your teams.
  • Experience of consultation and negotiation with other Directorates, Councils, statutory undertakers and organisations to ensure all interested parties are fully informed of your projects.
  • Hold a full and valid driving licence and be willing to undertake and pass a Kirklees Council driving test and travel between sites using a Council vehicle.
