• Designing, developing and implementing highly complex, specialist, information systems to meet the needs of the organisation
• Coordinating development activities for the purpose of ensuring data accuracy and quality monitoring, in compliance with Trust policies and security procedures
• Acting as a liaison between the business and the development team, translating business requirements into technical requirements and translating and communicating technical issues for the business
• Identifying system requirements by interviewing stakeholders; analyse and document departmental applications, programming, and operations; evaluate existing systems and design proposed systems
• Translating system requirements into manageable user stories, along with associated acceptance criteria
• Analysing, investigating and resolving system issues, providing appropriate solutions and ensuring applications remain available and accessible. In the event of system failure to return the application to an operational state
• Continuously monitoring and evaluating the efficiency and effectiveness of all application resources; identifying opportunities for improvement and providing recommendations to appropriate third parties.
• Recommending solutions by defining application physical structure and functional capabilities, system security, backup, and recovery specifications
• Reviewing and evaluating software, hardware and service delivery, making recommendations for improvement and ensuring maximum effective service provision
• Designing, developing and maintaining appropriate, comprehensive, technical documentation
• Initiating and planning the provision of complex programmes and specialist support and advice for effective data and statistics use to support all aspects of care, service planning, policy-making and accountability.
• Responsible for implementing rigorous unit testing methodologies of all systems generated and of conducting unit testing as an integrated part of the software development lifecycle
• Initiating and planning complex, detailed, workload and activities to ensure appropriate resource allocation enabling delivery of systems implementation within project timescales
• Introducing and implementing data validation and quality assurance systems and methodologies ensuring the integrity of all data or information produced by the service
• Supporting and promoting effective information governance, designing and implementing organisation wide policies and procedures to ensure appropriate practice.
• The role is accountable to the Head of Information Systems Development, however, there is an expectation that work will be carried out in a semi-autonomous manner when it comes to the design of systems and processes supporting the safe management of dataand equipment

Profile

• In possession of a postgraduate diploma qualification in informatics or computing, or equivalent in knowledge and experience
• Additional specialist procedural knowledge of systems development to enable design and development across a range of areas
• Expert knowledge and experience of working with Microsoft .NET architecture and Microsoft technology stack
• Demonstrated experience of managing and coordinating projects in complex and challenging environments
• Significant experience in eliciting requirements from end users and turning these requirements into functional user stories
• Significant experience of managing the complete systems development life cycle
• Significant experience of object-relational and relational database design as well as schema and query optimisation
• Experience in the use of the visual studio IDE for developing applications in C#, ASP.NET, MVC4 or higher.
• In depth knowledge of web APIs and experience of building RESTful web APIs
• Experience of front-end web development using HTML, CSS, jQuery, JavaScript, bootstrap
• Experience in using tools to validate CSS and XHTML and cross browser testing to ensure adherence to Government guidelines
• Experience of designing and building scalable and secure systems
• Knowledge of web security and experience building secure websites
• Experience of relational database design and programming using SQL
• Experience of developing and maintaining large-scale Relational Database systems utilising Microsoft SQL Server
• Specialist knowledge of data integration issues and tools
• Highly developed IT and data analytical skills
• Understanding of the healthcare management environment and roles and responsibilities within it
