Job Description

Reed Talent Solutions are currently working with a West Yorkshire based Local Authority on the search for an Area Officer on a permanent basis. The post-holder will be responsible for providing effective supervision of the occupation ofthe Boroughs road network and assisting the delivery of the Council;s Network Management Duty in line with the Traffic Management Act and the New Roads and Street Works ActRole Information

Key Responsibilities
  • Ensure at all times that works are undertaken in a safe manner in accordance with current Health & Safety policy, and in compliance with permit conditions.
  • Responsible for managing own workload, be able to inspect and monitor works carried out by utility companies and their contractors within agreed timescales to ensure compliance with the New Roads and Streetworks Act and associated codes of practice andspecifications.
  • Investigate service requests relating network co-ordination and determine appropriate solutions in accordance with current policies.
  • Providing feedback to customers in relation to service requests, including in person, by phone, email or letter.
  • Ensure standards of material/workmanship and specification are met to minimise damage to the structural fabric of the roads and footway. Undertake testing of reinstatements and arrange defective work to made good, detailing remedial work required
  • Check permit conditions for compliance, issue fixed penalty notices for non-compliance and breach of permit condition in accordance to the code of practice.
  • Ensure that all necessary records are accurately maintained and completed in a timely manner.
  • Carry out inspections to ensure compliance with relevant Acts, codes of practice, Council policies and procedures, licences and legal notices for skips, scaffolding, hoardings etc. and for road closures and associated traffic diversions.
  • Assist with the winter service, highway emergencies and severe weather-related incidents as necessary, including working outside normal working hours
  • Attend meetings with utility companies, contractors, emergency services, public transport companies, the public and other Council officers in relation to planned or ongoing works on the highway
  • Assists with the Councils response in relation to third party liability claims.
  • Works with Community Safety Officers in relation to highways enforcement.
  • Assists management with investigating best practice in relation to new products and techniques to improve service delivery and take forward innovation.
Essential Criteria
  • Numeracy and Literacy Level 2 or equivalent work experience
  • Lantra Traffic Management or willingness to obtain
