Job Description

Surrey County Council is the Lead Local Flood Authority (LLFA) for Surrey and our duties under the Flood and Water Management Act 2010 are delivered and coordinated by the Strategic Network Resilience Team. As LLFA we are responsible for developing and implementing a Local Flood Risk Management Strategy to reduce the effects of flooding on the County’s communities. We do this in partnership with other Risk Management Authorities such as the Environment Agency, Water Companies and Borough and District Councils.Surrey County Council has recently committed to investing £33m to deliver the objectives of our Flood Risk Management Strategy over the next ten years. The Flood Risk Infrastructure and Programming Team will play a large part in shaping the wide programme of works including major schemes to reduce flood risk and protect our communities and infrastructure.To deliver this increased investment we are looking for an experienced individual to lead our Flood Risk Infrastructure and Programming Team. As well as managing, supporting and developing the team, you will also lead on developing and delivering a multi-million pound capital programme. You will also lead the management of our flood risk assets.To be shortlisted for interview, your CV and personal statement* will clearly evidence:

  • Experience in leading and managing teams including performance management, recruitment and budget management.
  • Excellent knowledge and understanding of key issues regarding the management of flood risk including requirements of the Flood and Water Management Act 2010 and Land Drainage Act 1991
  • Knowledge and experience of a range of relevant principles, practices and procedures relating to drainage, flood risk asset planning and maintenance.
  • Experience in managing and delivering programmes including identifying and bidding for relevant funding to achieve our objectives including from FCERM Grant in Aid.
  • Experience in asset management, including data management, works prioritisation and decision making.
  • Experience in working across departments and partner organisations to identify opportunities and shared benefits across multiple programmes.
  • Experience of reporting and providing expert advice to a range of stakeholders including Councillors, the general public and leadership groups.
    • You will need to be a proactive and independent thinker who can work well as part of a dynamic and busy team. You must be a confident communicator and negotiator, capable of explaining technical information clearly and sensitively.
