Job Description

We have an exciting new role become available. We are recruiting for a Facilities and Estates Engineering Manager to work for a joint collaboration for Sussex and Surrey Police.This role will be working out of either their headquarters in Guildford Surrey or Lewes Sussex.PLEASE NOTE DUE TO THE NATURE OF THE POLICE CRITERIA YOU MUST HAVE RESIDED WITHIN THE UK CONTINUOUSLY FOR AT LEAST 5 YEARS AT THE TIME OF APPLICATION.JOB PURPOSE :-

  • Accountable for the provision and development of a number of services including:
  • Engineering Advice and Unique Client Role
  • Energy management and procurement
  • Environmental engineering advice and management. To be accountable for:
  • The delivery of a high quality and consistent service to customers, in-line with clearly defined service specifications and in People Services V.3 - 12.2020 (non-biometric) Not protectively marked 2 accordance with service level agreements (SLA)
Key Accountabilities:
  1. Responsible for M&E engineering, energy and environmental advice services, ensuring that a high quality service is provided to customers across all service lines, making certain that all current policies and procedures are accurate and up to date and arefully adhered to and professionally delivered
  2. Accountable for the development and ongoing provision of engineering services across the Sussex Police estate, ensuring that services are provided consistently across all locations, in a professional and proactive manner, and that industry best practiceis introduced and maintained in all aspects of the service.
  3. To be the technical expert for the Mechanical & Electrical and general property support contracts, working with the Maintenance Manager and Environmental Manager on contract performance monitoring, compliance, auditing, and general performance management.
  4. Responsible for the development and introduction of a professional standard of customer engagement and communication around all responsible services, especially where there will be an impact on customers and stakeholders.
  5. Responsible for the development and ongoing provision of a fully integrated M&E environmental service, working collaboratively with the Maintenance Manager, Environmental Manager and Surrey Police, ensuring that a new and positive focus is introduced andcommunicated to customers and stakeholders and that we meet statutory and legal requirements and targets.
  6. Assist the Maintenance Manager in the development of a 10 year forward maintenance register for M&E and BF&CE, asset registers, life cycle costings and backlog maintenance registers to support the estates strategy and reflect the strategic business needsof Sussex
  7. Lead compliance in Health & Safety management across all specialist engineering services, ensuring that a robust reporting and inspection regime is in place and maintained to provide a fit for purpose, safe, effective, and accessible workplace.
  8. Manage outsourced staff in a professional and positive manner, ensuring that all actions are consistent and transparent in line with the Estates & Facilities Communication Strategy, to ensure a proactive and assertive approach to time and performance managementboth personally and across the teams.
  9. Accountable for the ongoing, regular review of existing specialist services, practices and procedures, ensuring that efficiencies, innovation, improvements and commercial opportunities are identified where possible and are followed through agreed processesto ensure a positive and consistent approach across the department and organisation.
QUALIFICATIONS
  • Full membership of appropriate professional body e.g. CIBSE, etc.
  • Engineering, construction or surveying degree.
  • IOSH Certificate Working Safely
  • IOSH Certificate Managing Safety in the Workplace
  • NEBOSH Construction Certificate
KNOWLEDGE, SKILLS & EXPERIENCE:
  • Proven, demonstrable experience of a senior Engineering or Estates Management position.
  • Extensive knowledge of engineering, utilities, environmental and Mechanical & Electrical services
  • Evidence of an up-to-date and ongoing Continuing Professional Development (CPD) plan including reference to all of the designated Professional Competences.
  • Strategic leadership and management of outsourced teams providing estates services within an office- based environment.
  • Experience of leading and contributing to organisational change management.
  • Evidence of successfully delivering a portfolio of services across a multi-site organisation.
  • Strong operational skills including resource planning and time management.
  • Excellent presentation skills.
  • Demonstrable knowledge of project management principles and experience of using these principles.
  • Designing, developing and implementing policy and procedures across a range of functions.
  • Strong negotiation skills with the ability to influence decision makers at all levels, including the ability to upwardly challenge where necessary.
  • The ability to work in a creative, proactive and innovative way, collaborating with others to identify new and imaginative ideas in order to achieve strategic organisational objectives.
  • Excellent interpersonal skills including the ability to deliver difficult messages effectively and cohesively, Including demonstrable experience of internal budgets and management accounts.
  • Knowledge and experience of Microsoft Excel, Word, Visio and Project.
  • Extensive experience of AutoCAD..
  • Extensive knowledge and experience of office safety and all Health & Safety aspects of managing relevant services
  • Experience of managing and motivating an outsourced team; using tact, initiative and independent judgement within policy and procedure.
  • Flexibility to travel between remote sites.
