Job Description

Interim Head of Economic Development Reference no: Greenwich RQ1045514Pay Rate: £401.28 per day PAYE 35 hours Monday – Friday, normal working hoursThis opening assignment is for 3 months City: Woolwich, Greenwich The purpose of the role is to play a leading role in developing and delivering the Council’s Economic Development Strategy, working strategically with key stakeholders and partners at a local, sub-regionalLondon and National level. Manage a team responsible for the development and implementation of business, employment, and skills policy and projects. Lead on work experience, skills and Adult and Community Learning, overseeing commissioning and delivery ofthe Royal Borough’s adult learning and skills service. Key Responsibilities:

  • Develop and implement the Borough’s Economic Development Strategy, undertaking economic assessments and major economic development projects and externally funded programmes. Lead on the development of local and sub-regional Industrial Strategies.
  • Provide the policy context and evidence base to inform strategic direction for the Business, Employment and Skills service and measure its impact and effectiveness. Identify implications for the Borough/Council from new policy e.g. Industrial Strategy,UK Prosperity Fund, Mayor’s Economic Development and Skills Strategies.
  • Respond and contribute to the development of national, regional and sub- regional policy for economic development, business, employment and skills.
  • Represent the Council on sub-regional and regional working groups, consultative bodies and steering groups and ensure Council objectives for business employment and skills are met.
  • Lead E&S contribution to the development of corporate initiatives taking forward key Council priorities around social value, procurement, social enterprise, health and children and young people.
  • Establish and manage multi-disciplinary internal and external project teams/ task and finish groups to take forward new employment and skills initiatives; oversee arrangements to allocate tasks and manage input from staff working on the projects.
  • Provide strategic direction for the Adult and Community Learning service putting in place an overall plan based on local priorities through which curriculum planning and commissioning and activities can take place and impact measured.
  • Ensure ACL meets OFSTED requirements for a high performing service.
  • Provide advice to Senior Managers and Members on OFSTED requirements and undertake a lead role during inspection including acting as ‘nominee’ which involves being an active member of the inspection team and contributing to the challenge and moderationprocesses.
  • Oversee the commissioning of apprenticeship, adult skills and community learning programmes in line with Council procurement processes and SFA rules around sub-contracting and ensure a coherent and diverse offer is in place to meet local needs.
  • Oversee delivery of a work experience and work related learning offer; identify vet and secure work experience placements through employers ensuring high standards for safeguarding and health and safety; broker arrangements with schools to fill placementsand to deliver work related learning programmes.
  • Ensure effective delivery of the Council’s apprenticeship and adult and community learning programme. Monitor the performance of adult and community learning providers and put in place appropriate support and challenge to ensure that quality and performanceis continuously improved.
  • Undertake remedial action to address any under-performance across the programme, re-allocating and re-commissioning funding where required to ensure the offer to Borough residents is maintained.
