Job Description

Job IntroductionThe primary role of Assistant Engineering Managerprovides support and cover for the Engineering Manager and requires assessment of GMAs and condition reports to manage the design, procurement and installation of mitigation measures to Network Rail, HS2and third party assets affected by the works, in particular but not limited to rail bridges and buildingsThe role further provides support to the Engineering Manager (I&M) responsible for the Instrumentation and Monitoring and ground treatment, grouting and dewatering worksThe Assitant Engineering Manager (GMA) maintains a position that is independent to the delivery team, in order that they can provide independent judgment and intervene if necessary to stop works in the case of significant change to construction methodology,sequencing, temporary works or impact on permanent works, or if excessive ground movements or structural movements are indicated.The Assistant Engineering Manager (GMA) will report to the Engineering Manager (GMA) in Area Central.Flexible working: We welcome you to ask about the flexibility you need. In return, we will explore whatis possible for the role.Role ResponsibilityThis role will principally cover the following areas:Engineering Management

  • Review GMAs with special focus on assumptions and crosscheck against assumption and risk register, to confirm they meet with requirements and approve or advise accordingly
  • Assess and select mitigation measures for related 3rd party assets affected by ground movement, collaborate with designers, specialists, third parties and delivery teams to identify most appropriate solutions
  • Sifting of mitigation design in close coordination with Engineering Manager (Tunnel and civil)
  • Identify opportunity to innovate and rationalise mitigation measures, assessing and allocating mitigation measures into work / no work options
  • Manage the resultant mitigation design including achieving L3 certification. Coordinating with relevant 3rd party stakeholders for sign off of mitigation designs and action plans
  • Coordinating condition surveys, reviewing inspections for assessments and other survey input
  • Coordinate with I&M Coordinator should mitigation measure require additional monitoring
  • Identify, advise and manage any additionnal structural monitoring required
  • Reviewing the programme and GMA tracker, evaluate how packages are coupled to the subassets, creating new subassets if necessary
  • Manage procurement of mitigation measures
  • Support installation of mitigation measures including planning, production of method statements, possessions,
  • Coordinating survey input to survey programme, identifying if additional surveys are required
  • Ensuring appropriate action is identified in response to ground movement and/or damage to 3rd party assets, including utilities, sensitive buildings and rail infrastructure
  • Lead regular technical and managerial meetings with specialist, design, construction monitoring teams of both contractor and client
  • Ensure Temporary Works design briefs refer to related Ground Movement Assessments (GMAs) and solutions address requirements
  • Assist in production of GMAs for temporary works
Support to Engineering Manager (I&M)
  • Managing the prediction and monitoring of ground movements against predicted values
  • Provide reports demonstrating outputs from monitoring and actions taken
  • Production and implementation of emergency response plans to excessive ground movement
  • Attendance at ground movement review meetings (SRG, CTC, Action Meetings), chairing when necessary
  • Manage the production and distribution of reports
  • Identify further Instrumentation and Monitoring contributions than can bring value, opportunity and risk reduction to any elements of the area project

  • Engineering or Design Management experience (essential)
  • Management of ground movement experience (essential)
  • Construction experience (essential)
  • Chartered (or near Chartered) member of the ICE or equivalent (desirable)
  • Rail experience (desirable)
  • Temporary works experience (desirable)
