Job Description

We have a current opportunity for a Resource Management Administrator for a Fixed Term Contract for 1 year (with a start date of early April as the aim). The position will be based in Glasgow with an allowance for a hybrid working approach. Please note that this is a PART-TIME position at around 17.5 hours per week.The role is extremely varied and so the ideal candidate will have strong numerical and analytical skills as although the role involves administration, there is a regular engagement and supporting of the finance and purchasing teams. There is also an elementof HR to the role as well as stakeholder engagement. Its desirable but not essential that the applicant has experience of working within University Finance or with Agresso.Some responsibilities are as follows:1. Manage financial resources in compliance with the financial policies and objectives. Allocate and manage various non-pay budgets and maintain an overview of monthly planned expenditure, identifying and rectifying any issues promptly. To work closely managementand finance colleagues to ensure accurate reporting and analysis of budget and to take corrective action on budget variances and forecasting. To attend regular budget reviews and provide expert overview of Schools financial position to ensure delivery ofSchool finances within budget.2. Manage and maintain effective systems to support all financial transactions associated with Transnational budgets (including Singapore/Chinese partnerships), collaborations (with QUB/GSA), commercial activities such as secondments and salaries recovered,CPD costings and transactions (conferences and short courses), and, lab facility costings and related transactions.3. Manage the various administrative processes.4. Responsible for compliance with HR processes including coordination of general funds recruitment (including, for example, new appointments, the monitoring of contract end dates, leavers requests) and ensuring robust monitoring of sickness absence. Inaddition, working with the management and other colleagues to ensure an efficient service when engaging temporary staff (eg Extended Workforce Policy).5. Provide administrative support for ad hoc projects, such as REF, ensuring that data is checked and verified timeously and that milestones are met from inception to conclusion. Engage members of the team to assist in the delivery of projects. Produce variousreports and analysis of financial data for manageent, for example, reports on the teams research grant portfolio.6. Line manage the administrative team supporting finance and resources, HR, and research policy and strategy, ensuring work is planned and organised appropriately in line with strategic objectives. Establish mechanisms for the induction, mentoring, trainingand development of administrative staff to maximise their contribution and enhance future career development.What you need:-Ability to demonstrate the competencies required to undertake the duties associated with this level of post having acquired the necessary knowledge and skills in a similar or number of different roles. Or: Scottish Credit and Qualification Framework level9, (Ordinary Degree, Scottish Vocational Qualification level 4), or equivalent (including professional accreditation with relevant formal training), and experience of personal development in a similar or related role(s).-Knowledge of administrative and support systems, process design and improvement.-Working knowledge of financial management (with an ability to manage and control budgets, analyse financial data & generate workable financial options). A4 Extensive knowledge of developing and implementing systems.-Well-developed or demonstrable team management and leadership skills.-Ability to develop innovative solutions and to influence others to adopt them.-Well-developed influencing and relationship-building skills.-A high level of numeracy skills.-Ability to work as a team player, builder and leader.-Ability to liaise and co-operate with people across organisational boundaries.-Ability to work independently and exercise initiative.
