Job Description

Pertemps Scotland Ltd are working with our client in Glasgow to recruit for a Procurement Specialist (IT) in the Public Sector on a temporary basis for 3 Months with potential extension.Due to current circumstances this role will be based remotely.Day rate: £200 - £275 (Inside IR35)The Procurement Specialist will be responsible for leading the end to end procurement process mainly utilising existing framework agreements and varying primarily IT related procurement projects in accordance with the Organisations policies and processes.Essential

  • Extensive IT knowledge and experience
  • Extensive knowledge and experience of all aspects of the end-to-end procurement process with an understanding of public procurement and EU procurement legislation
  • Experience in strategic procurement techniques, supplier management and negotiation will be essential as will knowledge and experience of using Scottish Procurement Frameworks
  • Effective leadership and stakeholder management skills.

  • Through effective stakeholder engagement and market/options assessment, you will undertake competitions for specific goods and/or services, with contracts awarded based on the Most Economically Advantageous Tender and vary contracts as required.
  • Skills / Experience required:
  • Technical IT knowledge - The post holder will be working with colleagues who have detailed technical IT knowledge and experience and they must be able to understand the goods/services that they are seeking to procure. This is not simply about being able to take a final specification and "put it through the procurement process". There will be a need to challenge stated requirements.
  • Self-Awareness - The post holder will deal with a range of stakeholders, from senior officials, junior team members and suppliers. Candidates will be required to display confidence in dealing with a range of senior people, demonstrating energy and commitment to the work of the organisation. The post holder will demonstrate strong time and task management, with an ability to make progress on several activities and projects concurrently. Demonstrate strong attention to detail yet providing pragmatic solutions for consideration within sourcing strategies.
  • People Management - The post holder will promote highly effective team working across the functional teams within the organisation to meet operational and strategic goals. They will interact with others in a way that inspires confidence, demonstrates honesty, integrity etc and will deliver on all commitments. They will be open to feedback and will manage challenging situations with dignity, respect and fairness.
  • Communications and Engagement - A key requirement for roles at this level is to communicate information clearly to all levels within COPFS to achieve the desired outcomes. The post holder will be expected to effectively manage stakeholder relationships to create positive networks based on credibility and trust.
  • Analysis and Use of Evidence - The post holder must organise and collate robust information from a variety of sources to support decision making in procurement, with an emphasis on benefits and best practice. They will use all evidence gained to assess, measure and evaluate projects, engaging with colleagues at appropriate stages.
  • Improving Performance - The post holder will facilitate continuous improvement and contribute to procurement best practice. They will promote and support use of existing tools and techniques for project management and contribute to new initiatives in relation to risk management, prioritisation and performance monitoring.
