Job Description

Working directly for the Platform Delivery Manager, the Planning & Risk Manager will lead the implementation & management of the Chief Digital Office Portfolio. You will work with all Chief Digital Office Branches, Programme Delivery and colleagues acrossSocial Security Scotland utilising strong stakeholder and people management skills whilst delivering a high standard of portfolio management support.Client DetailsSocial Security Scotlands Chief Digital Office (CDO) are looking for a Planning & Risk Manager who is a proactive communicator with a great eye for detail.The CDO division is responsible for delivering the infrastructure, capability and digital solutions that will support the Social Security ProgrammeWorking directly for the Platform Delivery Manager, the Planning & Risk Manager will lead the implementation & management of the CDO Portfolio. You will work with all CDO Branches, Programme Delivery and colleagues across Social Security Scotland utilisingstrong stakeholder and people management skills whilst delivering a high standard of portfolio management support. You will also act as the point of escalation for the Portfolio Management Team who provide a centralised function to manage the CDO Project Portfolio,including planning, RAID management and resource forecasting.This is a unique opportunity to play a key role within one of the biggest public sector developments in Scotland for many years. You will play a pivotal role in a key programme of work that will make a difference to many people across Scotland.DescriptionGovernance

  • Development and management of the CDO Portfolio Governance Framework and Function to deliver the strategic road map and business objectives
  • Implement & chair the CDO Portfolio Steering Group to ensure future requirements are understood whilst providing project assurance to the Senior Management Team
  • Ensure the impact of new requirements are understood allowing for appropriate prioritisation
Planning
  • Support the Senior Leadership Team through accurate and timely reporting of progress and performance of IT project deliverables status and assurance
  • Ensure current and future projects are delivered in line with best practice project management techniques appropriate to the project type and scale to deliver identified business benefits
  • Build collaborative relationships with Technical Platform / Product Owners; Architects and Programme Project Management Office to ensure an integrated plan; identification of interdependent deliverables and transparent delivery
  • Manage the Portfolio pipeline through facilitation of regular planning workshops with key stakeholders, coordinating actions; identify and create logical plans at appropriate levels, outlining key milestones across deliverables and timelines
  • Communicates the CDO Portfolio status to Senior Management and Social Security Scotland Stakeholders
Risk Management
  • Responsible for overall CDO Risk Management and chair of Risk Working Group
  • Communicate & escalate risks effectively through the appropriate governance channels
  • Effectively manage any CDO activity on the Programme Dependency Log
Resource & Financial Management
  • Manage interdependencies and allocate resources to support prioritised opportunities
  • Manage CDO Resource planning & forecasting against Portfolio Pipeline
  • Ensure integrated plans and resource requirements are aligned to budget forecasting and strategy documents.
Continuous Improvement
  • Facilitate and promote interaction between multiple projects / teams across the division through regular communications and share lessons learned in a fast-paced environment
  • Implementation & ongoing improvement of Portfolio Management processes across CDO.

  1. Comprehensive experience of leading, supporting and maintaining governance for multiple complex IT projects using Project Management methodologies such as PRINCE2 and Agile
  2. Able to extensively demonstrate planning and risk expertise, support and advice to colleagues across a range of business areas towards a common goal
  3. Able to demonstrate strong people management skills through direct line management and/or working across multi-discipline teams
  4. Ability to add value by co-ordinating and driving consistency in joint working and reporting, involving a wide range of colleagues
