Job Description

Our client, a public sector body located in the west of Scotland, seek a number of Building Standards Surveyors.These positions are initially for 3 months with scope for extension and/or permanent appointment.These roles are renumerated between £33500 - £38500 per annum, based on a 35 hour week PAYE.This role is currently home working, however due to the nature of the role, site visits are required. A full driving licence, is therefore required.Role purpose:

  • Ensure the effective provision of Building Standards services in fulfilling the Councils responsibilities and functions as a verifier and as a local authority under the Building (Scotland) Act 2003 and as set in Directions issued by Scottish Ministers,and for other service functions as delegated.
  • Ensure the Place, Neighbourhood & Corporate Assets Directorate fulfils its statutory requirements in terms of the building standards process, contributing to the overall success of the Council and with the objective that development meets the publics longterm interest
  • Provide excellent customer service in meeting performance targets, and liaise, direct and collaborate with other members of the Development Applications Team and other teams involved in the development process to provide a cohesive, consistent and comprehensiveapproach to Members, developers and the public.
  • Contribute to and implement the Service/ Business and Improvement plans for the Development Applications service and Place, Neighbourhood & Corporate Assets Directorate, including a Balanced Scorecard for agreement with the Scottish Government in fulfillingthe verifier function.
  • Support the performance of Development Applications service through a culture of team work and flexibility, contributing to the overall success of the Council.
  • Work to continuously improve service delivery and performance of the Development Applications service.
Key responsibilities:
  • Ensure that statutory and other internally agreed qualitative and quantitative performance systems and targets for responding to enquiries and dealing with warrant and completion applications are met in order to meet stakeholder and public expectationswhilst balancing customer needs and expectations with other organisational demands.
  • Responsible for maintaining an awareness of legislative and practice changes in order to maintain maximum effectiveness and efficiency in the role
  • Co-operate with and support others within the Development Applications team and within Place, Neighbourhood & Corporate Assets and other teams involved in the development processes through mutual assistance, sharing knowledge, experience and best practice.
  • Represent the Council and be accountable for providing specialist/ professional/ technical input and advice to stakeholders, management and Council relating to Building Standards functions and the implementation and monitoring of legislation in order tomeet statutory obligations and protect the public interest.
  • Assist in the management of resources to ensure maximum flexibility and productivity through contribution to the identification and rectification of productivity issues and other problems across the team.
  • Liaise and communicate effectively with stakeholders in dealing with problems and contraventions and be accountable for bringing to a resolution or conclusion.
  • Individually, and as part of the team, achieve agreed performance standards and targets and apply consistency across the range of Building Standards functions and the provision of services.
  • Accountable for the verification role under the Building (Scotland) Act 2003 as set out in services risk management protocol, i.e. Approving of building warrants (including assessment of value of works and fees paid) and acceptance of completion certificates(including verification of compliance of work on site), where delegated.
  • Accountable for the enforcement of the legislative requirements under the Building (Scotland) Act 2003 and in accordance with Council policy to ensure the Council meets its statutory obligations.
  • Accountable for the implementation of property enquiry and inspection services in accordance with Council policy to assist in property transactions.
  • Contribute to the achievement and attainment of quality and performance standards and benefit internal ways of working.
  • Contribute to customer engagement strategies and participate in Stakeholder forums in order to improve service delivery and customer satisfaction.
  • Develop awareness of and expertise in specialist areas of Building Standards and its application to maximise the teams effectiveness
  • Develop relationships with specialist partners and develop sources of information in specialist areas of Building Standards and its application to improve effectiveness
  • Provide advice, guidance and leadership in specialist areas of Building Standards and its application to the Development Applications service, Place, Neighbourhood & Corporate Assets and other teams involved in the development of buildings and land to enhanceand improve the performance of the organisation.
