Job Description

Assistant Finance ManagerPertemps Scotland Ltd are working with our Public Sector client in Glasgow to recruit for an experienced Assistant Finance Manager on a temporary basis for 6 months with potential of extension.Due to current circumstances the role will be working from home at the moment.Day rate of £200 - £235 (via Umbrella inside IR35)The main duties would be:

  • Responsible for supporting the Benefit Accounting Finance Manager to develop and deliver the financial accounting requirements for the administering of benefit payments.
  • Support the Finance Manager in developing and articulating accounting system and process requirements through engagement with project management leads for the delivery of benefits.
  • Update and manage project plans and supporting project documentation.
  • Work closely with the Finance Manager to support the Debt Management Team in the development and implementation of debt management processes and reporting.
  • Support the ongoing development and periodic reviews of the Corporate Finance Risks and Controls Framework.
  • Liaise with both internal and external stakeholders to ensure all benefit payments are accounted for correctly.
  • Ensure compliance with relevant accounting and financial regulations, including the Scottish Public Finance Manual (SPFM), Financial Reporting Manual (FReM), and accounting standards.
  • Contribute to the annual accounts process, ensuring working papers provide a full audit trail.
  • Extensive use of SEAS and other financial systems.
  • Line management responsibility, providing support and guidance to any direct reports. Be proactive with performance management to develop and fulfil their potential by identifying and meeting training needs.
  • Working flexibly across the team as the agency grows and matures.
  • Any other ad-hoc duties.
  • Competencies
  • Your professional skills and experience will allow you to navigate audit and accounting requirements in relation to a high profile programme of work, and develop these in practice.
  • Effective engagement with stakeholders in a multi-disciplinary project-based environment.
  • Proven technical accounting and project engagement experience.
  • Line management experience gained within a change environment.
  • Essential Criteria
  • Part qualified or studying towards a CCAB professional accountancy qualification.
  • Experience in a Programme/Project environment
  • Demonstrable technical accounting experience, preferably in a change environment.
  • People management experience
  • Proven ability to deliver high quality outcomes and outputs and to meet deadlines whilst managing competing pressures.
  • Strong communication & leadership skills, both written and verbal.
  • Desirable Skills
  • Awareness of GDPR/ Data privacy legislation
  • Clearance Required
  • Basic Disclosure Scotland Certificate
  • Baseline Personnel Security Standard
