Job Description

East of England Provider CollaborativeCambridgeshire and Peterborough NHS Foundation Trust is delighted to host a new commissioning team to support the new East of England Provider Collaborative (EoEPC). The new team will deliver improvements in the care for people using specialist mental health services across the East of England region.The initiative is underpinned by the principles of prevention, early intervention, community based provision, and least restrictive practice. There are currently 20 CCGs within the East of England region organised in six STP areas. STPs will remain critical partners in developing and commissioning community alternatives to admission to hospital.The EoEPC supports a population of over six million people, delivering specialist mental health and learning disability services. The six member Trusts are: -• Cambridge and Peterborough NHS Foundation Trust (CPFT) - Lead Provider for Adult Eating Disorder Services• Central and North West London NHS Foundation Trust (CNWL) • East London NHS Foundation Trust (ELFT) • Essex Partnership University NHS Foundation Trust (EPUT) – Lead Provider for Medium and Low Secure Mental Health and Learning Disability Services• Hertfordshire Partnership University NHS Foundation Trust (HPFT) - Lead Provider for Child and Adolescent Mental Health Services• Norfolk and Suffolk NHS Foundation Trust (NSFT)A single Transformation and Commissioning Team will be established to ensure strategic planning and service development; clinical oversight and quality assurance; contractual, financial and informational oversight.The collaborative is seeking to appoint exceptional individuals to join the new team and to use their vision, talent and ability to make a significant contribution to strategic development, governance and planning of the Collaborative’s business.The following role is available:Finance and Performance ManagerIn this role, you will apply your specialist knowledge of NHS finance and accounting procedures, to support the Transformation and Commissioning Team (TACT) in its responsibilities for quality, performance and financial management of service provider contracts. To ensure effective management of budgets, you will develop systems that reflect the complex environment of multiple service areas, across multiple trusts and multiple contracts.You will advise and support managers on finance, activity, capacity and productivity performance, to inform negotiations with NHSE/I, service improvements and business case development and you will need to satisfy yourself that financial objectives are being met and establish remedial plans if needed. You will lead on the development of a robust performance management framework to influence decision making and highlight financial and operational risks.As part of the Transformation and Commissioning Team, reporting to the Head of Finance, you will contribute to the Collaborative’s strategic planning by generating medium and long term forecasts to inform the Collaborative’s business planning, risk management and generation of business cases.
