A Programme Manager (High Performance Computer) is required for our client based in Exeter, for an initial 6 month contract. The successful candidate will ideally have an understanding of supercomputer technologies.Job PurposeResponsible for the management and reporting of the supercomputing programme planning and delivery activities and be responsible for the successful delivery of agreed programme outcomes and benefits, working closely with: Supercomputing Senior Responsible Owner, Supercomputing Programme Director, Supercomputing (PMO) and wider Supercomputing programme teams. Reporting to the Programme Director and responsible for supporting the Programme Director to promote the Programme objectives and outcomes internally and externally.Responsibilities1. Management of the Programme Office Team and direct line management of the Programme Office Manager, ensuring roles and responsibilities are defined and clearly understood, the development of staff skills and capabilities in undertaken and ensure staff performance is managed as required. Supercomputing Programme Manager2. Managing and supporting the programme team members alongside the Programme Director and Senior Responsible Owner.3. Planning and designing the Programme, proactively monitoring its progress, resolving issues and initiating appropriate corrective actions.4. Managing the Programmes budget, monitoring expenditure and costs against delivered and realised benefits as the Programme progresses.5. Ensuring the delivery of new capabilities or outcomes from projects is to the appropriate level of quality, on time and within budget, in accordance with the Programme plan and Programme governance arrangements.6. Ensure the management of risk, issues and dependencies though the development of a Programme RAID log and associated processes for management and escalation.7. Defining the Programmes governance and assurance arrangementsEssential Qualifications, Skills & Abilities1. Proven experience in managing complex, multi-year programmes or projects that include Business and IT components, using both waterfall and agile development, and with budgets in excess of £100m.2. A proven track record of leading and motivating multidisciplinary teams both within and outside their line management to deliver projects within a complex environment.3. The ability to think strategically and develop sensible programme plans in a complex environment, underpinned with sound judgement under pressure4. Broad knowledge and experience of engagement with central Government functions relating to the management of assurance activities; including OGC Gate Assessments.5. Proven technical knowledge and skills, including a good understanding of supercomputer technologies, gained through leading technology functions or complex technology programmes6. Good working understanding of government procurement processes including negotiation with third parties.Desirable Qualifications, Skills & Abilities1. Managing Successful Programmes (MSP) Practitioner and ITIL (V2 or higher) accreditation or evidenced use of the framework to achieve ISO20000.2. Experience of managing permanent, contractor and external consultancies to deliver transformational programmes.3. Experience with Lean, Six Sigma, Vanguard or equivalent
