Job Description

Our local authority client has a PERMANENT job opportunity for a Contracts Manager, details as follows:Scope of JobResponsibility to manage annual maintenance and reactive budget, across corporate and public buildings, you will ensure that all building checks and tests for assets prescribed within SFG 20 are complete to an agreed maintenance framework.You will manage maintenance contractors by successfully challenging on resources, materials and equipment usage to ensure delivery of service excellence, high standards of maintenance, statutory compliance across all planned and reactive mechanical, electrical,equipment and fabric maintenance in the most economical and effective manner.You will manage a small engineering team, comprising of a lead technician and maintenance team, providing building critical support on repairs and maintenance. Additionally, you will manage a service desk and provide technical triage and dispute resolution.You will also be the focal point for insurance inspectors and local authority stakeholders. You will compile and provide concise monthly reports demonstrating position on compliance and contractors performance, and where there are shortfalls, address theseshortfalls in a timely manner.Personal Specifications

  • At least 2 years management experience or assistant manager experience etc
  • Worked in a corporate environment
  • Worked in Facilities Management for a least 2 years
  • Good with systems such as CAFMs (Maximo, Concept, Concerto etc.)
  • Relevant IT experience on Microsoft systems such as excel, word, power point
  • Some experience management Work in Progress related to work load
  • Technical experience to at least level 3 electrical, A/C or Mechanical qualifications
  • Driven personality

  • Lead, manage and motivate the team to deliver high performance
  • Ensure that corporate/departmental people practices are understood and implemented within your service
  • Effectively manage budgets and projects within your service ensuring effective cost management and prioritisation
  • Monitor and evaluate your teams performance and recommend areas for improvement based on evidence
  • Coach and support staff to develop
  • Recommend areas for service improvement based on relevant data and information
  • Communicate effectively with elected members and other partners/stakeholders
  • Collaborate constructively with partner organisations and other stakeholders including internal services and colleagues

Budget ResponsibilityDirectly:
  • £2.2m - Controllable expenditure - Construction & Maintenance
  • £0.1m - Schools Maintenance Traded Services
Indirectly:
  • £2.8m - Controllable income - Construction & Maintenance
  • £4.8m - Controllable expenditure - Facilities Management
  • £2.0m - Construction consultant expenditure (mostly capital)
  • £2.5m - Revenue Budgets - Annual Corporate Repairs & Maintenance Fund
The post holder will have autonomy to act within the boundaries of the Time, Cost, Quality parameters of yearly budgets set their area of responsibility. The post holder will report back to the FM and Compliance Manager and internal stakeholders via monthlyclient highlight reports and at meetings.Skills, Experience, Knowledge & Abilities
  1. Experience of the management of large repairs and maintenance contracts of varying financial levels
  2. Experience of maintenance programmes utilising a prescriptive programme such as SFG20 or CIBSE Guide M
  3. Experience of triage management, offering advice and guidance to a service desk
  4. Experience of managing a team within repairs and maintenance
  5. Experience of health and safety law including the CDM Regulations, fire safety, and workplace regulations
  6. Demonstrates a broad knowledge of commercial/financial acumen within repairs and maintenance
