Job Description

DescriptionAbout this roleThe growing and increasingly complex regulatory requirements that BlackRock must meet necessitate strong focus on the implementation of both significant new regulations and amendments to existing regulations that have a material impact on the firms regulatoryobligations. This role is within the Performance team, within the Line of Business (LOB) Compliance Department, forming part of Legal & Compliance (L&C) function across EMEA. The Performance Team is responsible for the provision of a center of excellence for regulatory change management discipline and process improvement for managing regulatory risk, across LOB Compliance and the wider EMEA Compliance department. As a member ofthe Performance Team the successful candidate will report directly to the head of the Performance Team and will be required to support the delivery of the Performance Team strategy for the year and the EMEA Head of Compliance with the discharge of their obligations. Key Responsibilities:

  • Supporting the embedment of a strategic regulatory change framework for improved delivery and oversight of regulatory obligations across L&C;
  • Leading on the delivery of internally and externally driven change and regulatory initiatives, whilst applying strong project/change management disciplines to ensure consistently high standards of implementation and adoption of best practices;
  • In partnership with Business partners and L&C colleagues, identifying the scope and impact of regulatory changes on Business processes;
  • Advising Business partners on the design and embedment of required control frameworks to ensure ongoing regulatory compliance;
  • In partnership with L&C colleagues, support the generation and maintenance of documented interpretive guidance and Compliance policies;
  • Working with L&C colleagues in designing and executing risk-based post implementation verification tests of the outputs from Business processes, to ensure consistency with regulatory requirements and expectations.
This may include:
  • Post review of procedures adopted by business areas
  • Data driven testing / surveillance of compliance with the relevant regulation
  • Risk-based sample testing of outputs;
  • The ongoing identification/implementation of opportunities for process improvements and process efficiencies across EMEA Compliance, whilst leveraging technology aligned to the strategic technology roadmap of the firm;
  • Assist the Head of EMEA Compliance with the delivery their oversight obligations and broader EMEA strategy;
  • Execution of deliverables in support of the wider global Compliance strategy.
Knowledge/Experience:
  • At least 5 years direct relevant experience in Compliance, Legal, Audit, Change Management and/or Technology disciplines, preferably obtained within either the asset management or investment banking sectors;
  • Strong knowledge and understanding of the current UK (and preferably EU) regulatory landscape;
  • Must have a proven track record for the design, management and delivery of strategic, complex regulatory change programmes;
  • Strong organizational and planning skills, including the identification and management of cross-regulatory programme dependencies;
  • The candidate must be able to autonomously drive regulatory change end to end and influence across all levels to secure the right regulatory outcome for BlackRock and its clients;
  • The candidate must be adept at providing thought leadership to the detailed elements of regulatory design, including rule interpretation and operational control;
  • The candidate must have strong senior stakeholder engagement and influencing skills as well as the ability to navigate complex matrices of accountability and stakeholders through multiple programme phases;
  • Must have a strong appreciation of operational risk and control frameworks;
  • Candidate should have strong communication skills with experience of managing different viewpoints to reach a consensus as well as being able to articulate complex regulatory strategies and issues;
  • They will be expected to actively participate in both internal and external team discussions and facilitate and steer dialogue with the wider L&C and Business community;
  • The candidate will be driven by a need for excellence, process improvement and delivery with a high degree of rigor, a constructively questioning approach and always to an audit-ready standard.
Skills/Qualifications:
  • University degree or professional qualifications in relevant fields such as Compliance, Law, Finance, Accountancy, Programme Management;
  • Strong written and verbal communication skills are critical, as are a high standard of accuracy and excellent attention to detail;
  • High degree of people management skills and emotional intelligence;
  • Ability to work in and enjoy a fast-paced and challenging working environment;
  • High degree of control focus;
  • Student of technology that stays abreast of new and emerging tools that have the potential to positively transform Compliance processes;
  • An outperformer who strives to achieve and exceed set targets and objectives;
